SAFe-Agilist Leading the Change — All Questions With Answers

Question 1

A firm is attempting to implement SAFe but maintains a budget that is allocated by project rather than by value stream. How does this conflict with the 'Leading the Change' domain?

Accepted Answer

It forces teams to focus on output over outcomes.. SAFe does not have a 'Leading the Change' domain. The concept of moving from project-based funding to value stream funding is a core principle of 'Lean Portfolio Management' (LPM). The question should refer to the 'Lean Portfolio Management' competency or the principle of 'Organize around Value'.

Answer

It is an acceptable approach as long as projects are delivered on time.

Answer

It increases visibility into spending for executive stakeholders.

Answer

It ensures that architecture is built for each individual project independently.

Question 2

A large financial services firm is midway through its SAFe transformation. The Lean Portfolio Management group has been formed, but Portfolio Epics are still being approved through the traditional annual capital budgeting cycle. As a result, epics that span fiscal years are frequently defunded or delayed. Which action best aligns with SAFe guidance to resolve this conflict?

Accepted Answer

Establish a Lean budget guardrail and transition to funding value streams instead of projects, using Participatory Budgeting to allocate the budget.. The conflict arises because annual project-based budgeting cannot support the continuous flow of value in a SAFe portfolio. SAFe prescribes Lean budgeting with guardrails and funding value streams rather than projects. Participatory Budgeting involves the ART and stakeholders in allocating the Lean budget, enabling epics to be funded across fiscal years based on value, not calendar constraints.

Answer

Create a Portfolio Kanban system to visualize and manage the flow of Portfolio Epics, and prioritize epics based on WSJF.

Answer

Instruct each ART to maintain a separate budget for cross-fiscal-year epics and report expenditures to the finance department quarterly.

Answer

Request that the CFO approve a multi-year budget for all Portfolio Epics so they are not subject to annual review.

Question 3

A global retail enterprise is in the second year of its SAFe transformation. The Lean Portfolio Management (LPM) function has been established, and strategic themes are defined. However, the annual budgeting process still allocates funds to projects rather than value streams, causing delays and conflicts over resources. The Chief Executive Officer wants to accelerate the transformation by changing the funding model to align with SAFe. According to SAFe, what is the most effective first step to enable this shift?

Accepted Answer

Educate and align the Lean Portfolio Management function and key executives on Lean-Agile budgeting principles and then collaboratively redesign the funding process.. Changing from project-based to value stream funding is a significant shift that requires education and alignment among the Lean Portfolio Management function and executives. SAFe recommends that the first step is to build a shared understanding of Lean-Agile budgeting principles, then collaboratively redesign the funding process to fund value streams. This approach ensures that the change is systemic and supported by those who will implement it.

Answer

Establish a Guiding Coalition of influential leaders to champion the shift to value stream funding and model the new behaviors.

Answer

Create a Lean Portfolio Management office to oversee the transition from project-based to value stream funding.

Answer

Pilot value stream funding in one business unit and then scale across the enterprise based on results.

Question 4

A healthcare organization is beginning its SAFe transformation. The leadership team wants to create a sense of urgency for the change. According to SAFe and Kotter's model, which TWO actions are most effective for creating a genuine sense of urgency? (Choose two.)

Accepted Answer

Share compelling data and stories about customer dissatisfaction and competitive threats that illustrate the need for change.. Creating a sense of urgency involves both making the need for change tangible through data and stories, and painting a compelling vision of the future with a bold goal. These two actions work together to motivate stakeholders. Waiting for a crisis, mandating training, or focusing on incremental improvements do not generate the genuine urgency required for a SAFe transformation.

Answer

Mandate that all employees complete SAFe training within the first month to signal the importance of the change.

Answer

Wait for a crisis to occur so that employees naturally understand the need for change.

Answer

Focus on incremental improvements to existing processes to avoid disrupting the organization.

Question 5

An enterprise is launching its first Agile Release Train, but middle management is actively resisting the transition out of fear of losing positional authority and control. How should a Lean-Agile Leader best address this resistance according to Leading the Change principles?

Accepted Answer

Reframe their roles as servant-leaders and involve them in designing the new value stream workflows to leverage their expertise.. Effective Lean-Agile Leaders understand that resistance often stems from fear of irrelevance. By actively involving middle managers in the redesign of workflows and helping them transition into servant-leader roles such as Product Owners or Scrum Masters, leaders align personal motivations with organizational transformation goals.

Answer

Bypass middle management entirely by communicating transformation goals directly to development teams to accelerate delivery.

Answer

Enforce mandatory attendance at introductory SAFe training courses and mandate compliance with new operational metrics.

Answer

Relocate dissenting managers into non-operational administrative functions until the initial launch phase concludes.

Question 6

An enterprise is initiating a SAFe transformation, but middle managers feel threatened and fear the loss of their traditional command-and-control authority. How should the Lean-Agile Leader best address this resistance?

Accepted Answer

Redefine their roles as Lean-Agile Leaders focused on servant leadership, value stream mapping, and removing systemic impediments.. Effective transformation leadership requires addressing the legitimate fears of middle management by pivoting their role toward servant leadership and flow enablement. By positioning them as critical Value Stream Engineers rather than eliminating their oversight, leaders secure vital cultural buy-in and active participation across the organization.

Answer

Reassign all middle managers to individual contributor roles until they complete agile training certifications.

Answer

Bypass middle management entirely and communicate directly with agile teams to accelerate value delivery.

Answer

Maintain the traditional command structures alongside agile teams to minimize disruption to daily operations.

Question 7

During a SAFe transformation, a newly formed Agile Release Train (ART) experiences a sharp decline in productivity during its first two Program Increment (PI) execution cycles. The executive sponsor panics and suggests reverting to traditional waterfall methods. What is the most appropriate response for the release train engineer?

Accepted Answer

Explain the J-curve of transformation, emphasizing that productivity drops before new Lean-Agile practices yield sustainable results.. The initial productivity dip aligns with Tuckman's stages of group development and the J-curve of change inherent in major transformations. Leaders must educate sponsors that systemic improvements require short-term pain before achieving long-term agility, preventing premature cancellation of the initiative.

Answer

Immediately halt ART operations and conduct a comprehensive structural re-organization of all agile teams.

Answer

Comply with the executive directive and temporarily suspend agile ceremonies to focus exclusively on documentation.

Answer

Increase the length of the Program Increment from 8 weeks to 16 weeks to give teams more time for completion.

Question 8

According to John Kotter's 8-step change model, which is frequently utilized within SAFe implementations, what is the very first step an enterprise change agent must take?

Accepted Answer

Establish a sense of urgency regarding the market imperative for adopting Lean-Agile practices.. Establishing a sense of urgency breaks through organizational complacency, which is the primary barrier to successful enterprise transformations. Without widespread realization that the current status quo is unsustainable, stakeholders will not commit the necessary energy and resources required for deep cultural change.

Answer

Form a powerful guiding coalition with enough authority and expertise to lead the change initiative.

Answer

Communicate the new vision across all organizational levels using multiple channels and town halls.

Answer

Generate short-term wins to prove the viability of the new operational model and silence skeptics.

Question 9

When leading organizational change using SAFe, which TWO actions are critical for creating an environment of psychological safety within agile teams? (Choose two.)

Accepted Answer

Encourage transparent retrospectives where failures are analyzed for systemic root causes rather than individual blame.. Psychological safety is fundamental for high-performing teams, allowing members to voice concerns, experiment, and admit mistakes without fear of negative consequences. Leaders cultivate this environment by encouraging transparent failure analysis and protecting team members from punitive management reactions during complex problem-solving.

Answer

Tie individual compensation directly to velocity metrics to motivate teams to increase their output.

Answer

Enforce strict adherence to standardized work templates to ensure maximum uniformity across all departments.

Answer

Mandate overtime during every Program Increment to demonstrate high commitment to executive stakeholders.

Question 10

What is the primary purpose of conducting a Value Stream Identification workshop during the early stages of a SAFe transformation?

Accepted Answer

To determine the optimal organization of Agile Release Trains around the flow of value rather than functional silos.. Value Stream Identification helps the enterprise discover and map how value flows from ideation to delivery to customers. This crucial exercise defines the boundaries of future Agile Release Trains and ensures that the structural setup optimizes flow and minimizes handoffs.

Answer

To evaluate individual employee performance and identify low performers for termination.

Answer

To establish detailed project schedules and fixed milestone dates for upcoming product releases.

Answer

To negotiate software vendor contracts and streamline procurement processes across the portfolio.

Question 11

An organization is transitioning to SAFe. The CEO is pushing for a rapid, top-down implementation to meet quarterly targets. According to the SAFe Implementation Roadmap, why might this approach fail?

Accepted Answer

It ignores the need for a 'tipping point' and commitment from local leadership.. SAFe emphasizes building a foundation of Lean-Agile leadership and creating a sense of urgency through internal change agents rather than executive mandates alone. A top-down approach often ignores the necessary cultural shift and the 'tipping point' required for sustainable change. Leading change requires buy-in from all levels, ensuring that teams understand the 'why' behind the transition to maintain long-term alignment and performance improvements across the entire value stream.

Answer

Top-down mandates are prohibited by the SAFe framework to ensure team autonomy.

Answer

The framework requires a 24-month period before any organizational changes occur.

Answer

Quarterly targets are incompatible with Lean-Agile metrics.

Question 12

Which TWO of the following are essential elements of the 'Leading the Change' step in the SAFe Implementation Roadmap?

Accepted Answer

Identifying and training Lean-Agile change agents.. The 'Leading the Change' phase focuses on preparing the organization for transformation. It involves identifying change agents and ensuring leadership is aligned. By establishing a guiding coalition and educating leaders, the organization creates a robust foundation. This phase is critical because transformation is not just a process change but a fundamental shift in behavior, mindset, and organizational culture that requires committed and knowledgeable executive sponsorship.

Answer

Training all developers on Scrum methodology.

Answer

Appointing a single Chief Transformation Officer to dictate all process changes.

Answer

Replacing all existing middle management with Agile coaches.

Question 13

Refer to the exhibit. An Agile Release Train (ART) is struggling to align leadership expectations with team output during PI Planning. Which action should the Release Train Engineer take to address this based on the 'Leading the Change' domain?

Accepted Answer

Engage executive leadership to reinforce the business vision and support the teams.. The exhibit highlights that leadership commitment and clear vision are essential prerequisites for success. If the ART is struggling with alignment, the RTE must ensure that leaders are actively participating in the planning process as servant leaders, rather than just observers. Aligning expectations requires continuous communication and ensuring that leaders understand their role in removing impediments and supporting the teams' execution.

Accepted Answer

To act as a servant leader and remove impediments to team progress.. Lean-Agile leaders must embody the mindset they wish to instill. By practicing servant leadership, they create an environment where teams can thrive. This shift from 'command-and-control' to 'coaching-and-mentoring' is fundamental to SAFe. Leaders provide the vision and the space for innovation, ensuring the organization remains focused on value delivery while empowering individuals to solve problems and improve processes.

Answer

To strictly enforce existing organizational hierarchies and reporting lines.

Answer

To delegate all decision-making responsibilities to external Agile consultants.

Answer

To prioritize individual performance bonuses over collective team results.

Question 15

A company is experiencing 'frozen middle management' during their SAFe rollout. How should leadership address this to ensure the transformation continues?

Accepted Answer

Explain the new role of managers as servant leaders and provide training.. The 'frozen middle' often occurs because managers fear losing their influence or job security as the organization moves toward self-organizing teams. To overcome this, leaders must show middle managers a new, valuable path: becoming Lean-Agile leaders who focus on talent development, flow, and system optimization. Providing training and a clear vision for their new roles is essential to gaining their active, positive support.

Answer

Terminate managers who do not immediately embrace the change.

Answer

Remove the middle management layer entirely to simplify the organization.

Answer

Circumvent middle management by communicating directly with individual developers.

Question 16

Which THREE actions are essential for creating a successful sense of urgency in a Lean-Agile transformation?

Accepted Answer

Articulate a clear, compelling vision of the future state.. Creating a sense of urgency is the first step in the change process. Without it, the organization will default to the status quo. By highlighting the market reality, identifying current performance gaps, and communicating a compelling, shared vision, leaders can motivate the organization to accept the difficulty of change. This urgency must be balanced with psychological safety to ensure employees feel safe to innovate.

Answer

Publicly shame teams that are failing to meet their velocity targets.

Answer

Empower a large, cross-functional team to make all decisions without oversight.

What is the primary reason for establishing a 'Guiding Coalition' during the early stages of a SAFe transformation?

Accepted Answer

To provide the necessary influence and authority to drive change across silos.. A guiding coalition is essential to bring together the diverse perspectives and authority needed to lead the transformation. Transformation touches every part of the organization, and a single leader cannot drive it alone. By bringing together leaders from different departments, the coalition ensures that the transformation is not viewed as a temporary 'IT initiative' but as a holistic enterprise change supported by the entire leadership team.

Answer

To create a secret group that plans organizational changes behind closed doors.

Answer

To ensure that all decisions are funneled through one person for consistency.

Answer

To replace the need for an external SAFe Program Consultant.

Question 18

Which of the following best describes the 'Leading the Change' mindset?

Accepted Answer

Adopting a 'lifelong learning' philosophy for oneself and the organization.. The 'Leading the Change' mindset is defined by a commitment to continuous, lifelong learning and the belief that leadership is about empowering others. It moves away from the traditional model of authority based on position to one based on influence, coaching, and system optimization. This mindset is crucial because it creates a culture where employees feel supported to experiment, learn, and grow, which leads to better outcomes.

Answer

Managing the team's daily tasks to ensure maximum output.

Answer

Ensuring that the organizational structure remains static to preserve stability.

Answer

Focusing exclusively on reducing costs to improve the bottom line.

Question 19

Why must leaders participate in SAFe training (e.g., Leading SAFe) during the transformation?

Accepted Answer

To align their behaviors and expectations with the Lean-Agile mindset.. Leaders are the primary influencers of organizational culture. If they do not understand the 'why' and 'how' of SAFe, they will inadvertently continue to behave in ways that conflict with Lean-Agile principles. Training ensures they have a common language and understanding, enabling them to lead the transformation effectively, coach their teams properly, and model the behaviors they expect to see in the rest of the organization.

Answer

To enable them to write and manage the team backlogs personally.

Answer

To ensure they can personally certify every employee in the company.

Answer

To exempt themselves from the changes they are imposing on others.

Question 20

An organization is beginning its SAFe transformation. Senior leadership wants to ensure that the change is sustained over time by building a strong guiding coalition. Which TWO actions are most critical for developing an effective guiding coalition? (Choose two.)

Accepted Answer

Include influential leaders from various functions and levels who have credibility and can drive change.. A guiding coalition must combine influential leaders from various functions and levels with the authority to act decisively. Including diverse credible leaders ensures broad influence, while empowerment allows the coalition to remove impediments and drive change without bureaucratic delays. These two actions together create the foundation for sustaining a SAFe transformation.

Answer

Rotate coalition members every quarter to ensure fresh perspectives and broad participation.

Answer

Limit coalition membership to managers who have direct control over budgets and can enforce compliance.

Answer

Ensure the coalition is composed exclusively of senior executives to maintain authority and decision-making speed.
