PgMP Program Life Cycle Management Practice Test 7 — 15 Questions

Question 1

Which THREE of the following represent common challenges in program integration?

Accepted Answer

Inconsistent reporting standards. Option A (Inconsistent reporting standards) is correct because when different projects within a program use different metrics, formats, or reporting cadences, consolidating status and performance data becomes difficult and error-prone, which is a well-known integration challenge. Option B (Misalignment between component benefits and program goals) is correct because program integration requires that each project's deliverables and benefits map to the overarching program objectives; when they diverge, the program fails to realize its intended benefits. Option E (Conflicting resource demands between projects) is correct because projects within a program typically share a common pool of people, budget, and equipment, and competing demands require active resource optimization and prioritization to avoid delays. Option C (Hiring a new project assistant) is not a common program integration challenge but a routine staffing action, and Option D (Using a standard email client) is a trivial tooling choice that does not represent an integration challenge.

Answer

Hiring a new project assistant

Answer

Using a standard email client

Question 2

Which THREE of the following are roles within a Program Governance structure?

Accepted Answer

Program Manager. In a program governance structure, the Program Manager (A) is the role accountable for the day-to-day management, coordination, and delivery of the program's projects and benefits, making it a core governance role. The Program Steering Committee (C) is the governing body that provides strategic direction, resolves escalated issues, and approves major decisions, so it is a legitimate governance role. The Program Sponsor (E) is the executive who authorizes the program, secures funding, and champions it at the leadership level, which is essential to program governance. By contrast, a Vendor Support Agent (B) is an operational/technical support function, and a Customer Service Manager (D) is a line-management role focused on service delivery, neither of which carries program-level governance accountability.

Answer

Vendor Support Agent

Answer

Customer Service Manager

Question 3

Which TWO of the following are necessary to validate the Program Business Case?

Accepted Answer

Return on Investment (ROI) analysis. Validating a Program Business Case requires demonstrating that the program delivers measurable financial value, which is why A (Return on Investment (ROI) analysis) is correct—ROI quantifies the expected benefits against the costs and is a standard financial justification for funding decisions. C (Alignment with corporate strategic objectives) is also correct because a business case must show that the program supports the organization's strategic goals, ensuring the investment is relevant and prioritized. Options B, D, and E are irrelevant operational or personal details that have no bearing on the financial or strategic validity of a business case.

Answer

The number of emails sent by the team

Answer

The team's favorite lunch spot

Answer

The brand of the office printers

Question 4

Which TWO of the following should be considered when planning program resource management?

Accepted Answer

The competing demands from multiple component projects. Option D is correct because program resource management must balance and prioritize resource allocation across all component projects, since these projects compete for the same limited pool of people, budget, and equipment, and unresolved competing demands cause schedule conflicts and resource overallocation. Option E is correct because the availability of specialized talent across the organization directly determines whether the program can staff its projects; resource management planning must account for scarce skills, their location, and the lead time to acquire or train them. Options A, B, and C are not valid considerations: local weather, office wall color, and the personal preferences of project managers are irrelevant to the systematic identification, allocation, and optimization of program resources.

Answer

The local weather forecast

Answer

The color of the project office walls

Answer

The personal preferences of the project managers

Question 5

Which THREE of the following are benefits of a formal Program Closure process?

Accepted Answer

Official sign-off by the program sponsor. Option A is correct because a formal Program Closure process culminates in official sign-off by the program sponsor, which authorizes the program's formal end, releases resources, and confirms acceptance of the final results against the business case. Option C is correct because closure ensures all project deliverables are transitioned to the receiving organization, operations, or benefits-realization owner, so no output is left unassigned or unsupported after the program ends. Option E is correct because closure requires formal documentation of lessons learned, capturing what worked, what failed, and recommendations that feed the organization's knowledge base and improve future programs. Options B and D are incorrect because reducing the office furniture budget and increasing the team's vacation days are unrelated operational or HR perks, not outcomes of a Program Closure process.

Answer

Reducing the office furniture budget

Answer

Increasing the team's vacation days

Question 6

Which THREE of the following are indicators that a program needs a major re-alignment during execution?

Accepted Answer

Consistent failure to realize projected benefits. Option A is correct because a consistent failure to realize projected benefits shows the program is not delivering the value in its business case, which is a core trigger for major realignment. Option B is correct because market changes that render the business case obsolete remove the program's justification, so it must be realigned or stopped. Option D is correct because a significant delay in a critical path dependency threatens the program's schedule baseline and benefits delivery, requiring major realignment. Option C is not a program performance indicator; changing a project manager's job title is an administrative HR matter with no bearing on execution alignment. Option E is not a realignment trigger; a single team member's sick day is a routine resource absence handled by normal team management.

Answer

Updating the project manager's job title

Answer

A team member taking a sick day

Question 7

A program manager is leading a program with five component projects. During the Program Definition phase, she needs to establish a governance framework that defines how component projects will be authorized and aligned with program objectives. Which document should she create to formally authorize the program and provide the program manager with the authority to apply organizational resources?

Accepted Answer

Program Charter. The Program Charter is the formal document that authorizes the program and gives the program manager the authority to apply organizational resources. It is created during the Program Definition phase and is essential for establishing governance and alignment with strategic objectives. The other documents are important for planning and execution but do not provide the initial authorization.

Answer

Benefits Realization Plan

Answer

Program Management Plan

Answer

Program Roadmap

Question 8

A program manager is overseeing a program that has just completed its first component project. The component's deliverables have been transitioned to the program's operations team, but the expected benefits have not yet been realized. The program manager needs to decide the next step in the program life cycle. What should the program manager do?

Accepted Answer

Continue managing the program, focusing on the next component project while monitoring the transitioned deliverables for benefit realization.. The program manager must continue managing the program after a component is completed. The focus remains on coordinating remaining components and ensuring benefits are realized. Premature closure or transfer to operations would neglect the program's ongoing responsibilities and strategic goals.

Answer

Transfer all remaining responsibilities to the operations team and disband the program team.

Answer

Initiate a new program to handle the remaining components and benefits.

Answer

Close the program and release all resources, as the first component is complete.

Question 9

A program manager is in the Program Delivery phase and notices that one component project is consistently missing its milestones, which is delaying a key benefit. The program manager wants to address this without micromanaging the project manager. Which action should the program manager take first?

Accepted Answer

Review the project's performance reports and conduct a root cause analysis with the project manager.. The program manager should first review performance reports and conduct a root cause analysis with the project manager. This collaborative approach identifies underlying issues and supports the project manager in resolving them, aligning with program management principles of monitoring without micromanaging. Escalation or reassignment are premature without understanding the cause.

Answer

Escalate the issue to the project sponsor to pressure the project manager.

Answer

Reassign the project to a different project manager.

Answer

Directly instruct the project manager to implement a specific corrective action.

Question 10

A program manager is preparing for the Program Definition phase of a new enterprise-wide transformation initiative. She needs to create a document that establishes the program's boundaries, justifies its existence, and outlines the high-level approach for delivering benefits. Which artifact should she develop?

Accepted Answer

Program charter. The program charter is the formal document that authorizes the program and defines its boundaries, justification, and high-level approach. It aligns the program with organizational strategy and sets the stage for subsequent planning artifacts. Without it, the program lacks a foundational mandate and clear scope, making it the correct choice for this scenario.

Answer

Benefits realization plan

Answer

Program management plan

Answer

Stakeholder engagement plan

Question 11

A program manager is leading a program that has just completed the delivery of all component projects. The benefits are beginning to be realized, but some stakeholders are requesting additional features that were not in the original scope. The program manager wants to ensure that the program remains aligned with its strategic objectives. What should the program manager do FIRST?

Accepted Answer

Assess the requested features against the program's benefits realization plan and strategic objectives.. The program manager must first assess whether the requested features align with the program's benefits realization plan and strategic objectives. This ensures that any changes support the program's intended outcomes and do not introduce scope creep. Only after this evaluation should the program manager consider change requests or escalation, making the assessment the critical first step.

Answer

Update the program management plan to include the new features and communicate the change to stakeholders.

Answer

Initiate a change request to incorporate the additional features into the program scope.

Answer

Escalate the request to the program sponsor for a decision.

Question 12

A program manager is leading a program that is in the benefits delivery phase. A component project has encountered a significant delay that will impact the program's ability to realize a key benefit on time. The program manager needs to take corrective action. What should be the program manager's first step?

Accepted Answer

Conduct a impact analysis to understand the effect on benefits and interdependencies, then develop options.. The program manager should first conduct an impact analysis to understand how the delay affects benefits and interdependencies. This enables informed decision-making and the development of appropriate corrective actions. Escalation, direction, or plan updates should follow this analysis.

Answer

Update the program management plan to reflect the delay and continue monitoring.

Answer

Escalate the issue to the program sponsor and request additional funding to accelerate the component project.

Answer

Direct the component project manager to implement a recovery plan immediately.

Question 13

A program manager is midway through the Program Delivery phase of a multi-year transformation program. Several component project managers are reporting that they need the same specialized system integration resources at overlapping times. What should the program manager do FIRST to address this resource contention?

Accepted Answer

Perform integrated resource planning across the program and re-sequence or re-time component activities to optimize the shared resource pool.. The program manager is accountable for optimizing resources across the entire program, not just within individual components. Integrated resource planning allows demand from all components to be analyzed together, and schedules can be re-sequenced within approved tolerances to smooth peaks in demand for scarce specialists. This protects benefits delivery while avoiding premature escalation or unjustified scope reduction.

Answer

Instruct the component project managers to reduce their individual scope so that resource demand naturally decreases.

Answer

Escalate the resource conflict to the program sponsor and request that additional budget be approved for hiring contractors.

Answer

Direct each component project manager to independently negotiate resource priorities with the functional managers.

Question 14

A program manager is closing out a program after delivering benefits to the sponsoring organization. The program's components have been formally closed, and the benefits have been transitioned to operations. The program sponsor asks what document should be created to formally capture lessons learned, benefits realized, and recommendations for future programs. Which artifact should the program manager produce?

Accepted Answer

Program Final Report. The Program Final Report is the formal closure artifact that documents benefits realized, lessons learned, and recommendations for future programs. It is produced during program closure after components are closed and benefits are transitioned. Other artifacts such as the Benefits Realization Plan, Program Management Plan, and Transition Plan serve earlier planning or transition purposes and do not fulfill the sponsor's request for a final lessons-learned and benefits summary.

Answer

Benefits Realization Plan

Answer

Transition Plan

Answer

Program Management Plan

Question 15

A program manager is leading a program that has just completed its component projects and is now transitioning into the Program Transition phase. The program's benefits are being handed over to the operations team. During a transition review meeting, the operations manager expresses concern that the benefits may not be sustainable after the program team disbands. Which action should the program manager take FIRST to address this concern?

Accepted Answer

Conduct a benefits sustainment review and develop a benefits sustainment plan.. In the Program Transition phase, the program manager must ensure that benefits are transitioned and will be sustained by the receiving organization. Developing a benefits sustainment plan is the foundational step that defines how benefits will be maintained, measured, and owned after program closure. It addresses the operations manager's concern directly and is a key output of the transition phase.

Answer

Escalate the issue to the program sponsor and ask for additional funding to monitor benefits post-transition.

Answer

Request the operations manager to take over all program documentation and assume full responsibility immediately.

Answer

Extend the program duration to allow the program team to continue managing the benefits.
