PgMP Program Governance Practice Test 2 — 15 Questions

Question 1

What is the purpose of a program charter in the context of governance?

Accepted Answer

It authorizes the program and establishes the governance mandate. The program charter is the formal document that authorizes the program, names the program manager, and establishes the governance mandate — including the authority of the governance board and the sponsor's commitment. It is the foundational governance artifact that legitimizes the program and its decision-making structure.

Answer

It serves as the final project closure report

Answer

It defines the step-by-step project tasks

Answer

It lists all stakeholder emails

Question 2

During an audit, it is found that the program's benefits are being tracked in a spreadsheet that is not accessible to the governance board. Why is this a governance concern?

Accepted Answer

It lacks transparency and impedes oversight. Tracking benefits in a spreadsheet that is not accessible to the governance board is a governance concern because it lacks transparency and impedes oversight — the board cannot verify benefit realization, make informed decisions, or fulfill its fiduciary responsibilities. Governance requires visibility into performance data.

Answer

The PMO prefers a specific software tool

Answer

It takes too much time to update

Answer

The spreadsheet might contain errors

Question 3

When should a Program Governance Board be engaged during the program lifecycle?

Accepted Answer

Continuously throughout the program lifecycle. The Program Governance Board provides ongoing oversight, decision-making, and strategic direction throughout the entire program lifecycle, not just at discrete points. Its responsibilities include approving phase transitions, resolving escalated issues, monitoring benefits realization, and ensuring continued strategic alignment. Because programs are dynamic and face evolving risks and stakeholder needs, continuous engagement — through regular meetings and defined touchpoints — is required to maintain governance effectiveness.

Answer

Only during the planning phase

Answer

Only at the start and end of the program

Answer

Only when a crisis occurs

Question 4

A program manager notices that a project is consistently failing to meet compliance requirements. What is the first step in the governance response?

Accepted Answer

Analyze the root cause and evaluate the impact on program governance. Identifying the root cause within the governance framework is the first step before escalation.

Answer

Report the project manager to HR

Answer

Update the compliance policy

Answer

Cancel the project immediately

Question 5

Which governance artifact tracks the transition of project outputs into operational business value?

Accepted Answer

Benefits Realization Plan. The benefits realization plan specifically maps how outputs lead to outcomes and value.

Answer

Program Charter

Answer

Risk Register

Answer

Governance Board Minutes

Question 6

A program manager discovers that the program governance board has been making decisions without considering the impact on the portfolio. What is the best way to correct this?

Accepted Answer

Align the program governance board with the portfolio management office. Programs must align with the portfolio, and governance should reflect this hierarchy.

Answer

Change the program scope

Answer

Ask the board to ignore the portfolio

Answer

Stop the program immediately

Question 7

Which THREE components are critical for an effective program governance plan?

Accepted Answer

Program compliance and audit standards. Option A (Program compliance and audit standards) is correct because an effective governance plan must define the regulatory, contractual, and internal control requirements the program is measured against, along with how audits and compliance reviews will be conducted to ensure accountability. Option C (Decision-making and escalation processes) is correct because governance depends on clearly documented authority for decisions, thresholds for escalation, and defined paths (e.g., steering committee, PMO, executive sponsor) so issues are resolved at the right level and in a timely manner. Option E (Roles and responsibilities of the board) is correct because governance requires an explicit RACI-style definition of who on the governing body owns oversight, approvals, funding, and risk acceptance, which is essential for accountability. Option B (Detailed technical design specifications) is not a governance component; it belongs to solution/engineering design and is too granular for a governance plan. Option D (Daily time-tracking logs) is an operational tracking artifact, not a governance mechanism, and daily granularity is not required for effective program governance.

Answer

Detailed technical design specifications

Answer

Daily time-tracking logs

Question 8

Which TWO items are typically reviewed during a program phase-gate review?

Accepted Answer

Performance against the program management plan. Option B is correct because a phase-gate (stage-gate) review evaluates the program's performance against the program management plan, including scope, schedule, budget, risks, and benefits realization, to decide whether the phase can proceed. Option E is correct because phase-gate reviews also assess continued strategic alignment with business objectives, confirming the program still delivers the intended business value and remains justified before authorizing the next phase. Options A, C, and D are incorrect because a cafeteria menu, employee vacation schedules, and workstation ergonomics are operational or facilities-level concerns, not program governance artifacts reviewed at a phase gate.

Answer

The office cafeteria menu

Answer

Employee vacation schedules

Answer

Individual workstation ergonomics

Question 9

Which TWO factors should be considered when establishing the program governance structure?

Accepted Answer

Organizational culture. Option D (Organizational culture) is correct because the governance structure must align with how the organization actually makes decisions, escalates issues, and distributes authority; a rigid governance model imposed on a collaborative or decentralized culture will fail to gain traction. Option E (Complexity of the program) is correct because the scale, interdependencies, number of workstreams, and risk profile of the program determine how much oversight, how many governance layers, and which decision-making bodies are needed. By contrast, option A (color scheme of status reports) is a cosmetic formatting detail that has no bearing on governance design, and option B (personal preferences of the Program Manager) is irrelevant because governance must serve the program and organization, not an individual's tastes. Option C (number of team members on each project) is a resourcing metric that may inform staffing but does not itself dictate the governance structure.

Answer

The color scheme of the status reports

Answer

Personal preferences of the Program Manager

Answer

Number of team members on each project

Question 10

Which THREE areas of a program are typically subject to internal audits within a governance framework?

Accepted Answer

Project management process compliance. Internal audits within a governance framework focus on verifying that processes, controls, and risk treatments conform to policy and regulatory requirements, so B (Project management process compliance) is correct because audits examine whether projects follow mandated methodologies, stage gates, and documentation standards. C (Financial management practices) is correct because governance audits routinely test budgeting, expenditure authorization, segregation of duties, and financial reporting controls for accuracy and compliance. E (Risk management and mitigation effectiveness) is correct because auditors assess whether risks are identified, assessed, and treated with effective controls, and whether residual risk stays within the organization's risk appetite. A (Breakroom supply inventory) is not a governance audit area since it is an operational housekeeping matter with no bearing on control, compliance, or risk objectives, and D (Team member personality profiles) is not audited because personality traits are personal data unrelated to process compliance, financial integrity, or risk management effectiveness.

Answer

Breakroom supply inventory

Answer

Team member personality profiles

Question 11

Which THREE entities are typically involved in the program governance process?

Accepted Answer

Program Manager. The Program Manager (A) is correct because this role is directly accountable for the day-to-day management, coordination, and delivery of the program's constituent projects and reports progress to governance bodies. The Program Sponsor (B) is correct because this executive owns the business case, provides funding and strategic direction, and chairs or sits on the governance board to authorize decisions. The Program Governance Board (E) is correct because it is the formal oversight body that approves program strategy, resolves escalated issues, and ensures alignment with organizational objectives. External competitors (C) are outside the organization and have no governance role, and office cleaning staff (D) are facilities personnel with no program decision-making authority.

Answer

External competitors

Answer

Office cleaning staff

Question 12

Which TWO aspects of the governance structure facilitate effective decision-making?

Accepted Answer

Clear escalation pathways. Clear escalation pathways (A) are correct because they define exactly how and to whom issues are raised when decisions exceed a given role's remit, ensuring unresolved matters reach the right decision-makers quickly and consistently rather than stalling. Defined authority levels for the board (C) are correct because they establish who is empowered to approve, reject, or delegate specific decisions and at what thresholds, which removes ambiguity and prevents decision paralysis or unauthorized commitments. Together, these two structural elements give decision rights and a routing mechanism, the core enablers of effective governance decision-making. The age of the organization (B) is irrelevant, since longevity says nothing about how decisions are made or who holds decision rights. The number of board members (D) is not inherently a facilitator, as board size alone does not establish authority or escalation rules and can even slow decisions. The physical size of the conference room (E) is a logistical detail with no bearing on governance decision-making effectiveness.

Answer

The age of the organization

Answer

The number of members in the board

Answer

The physical size of the conference room

Question 13

Which TWO items should be included in the governance plan to ensure transparency?

Accepted Answer

Documented decision and approval logs. Option A (Documented decision and approval logs) is correct because governance transparency requires an auditable record of who approved what and when, enabling stakeholders to trace decisions and accountability. Option D (Standardized reporting templates) is correct because consistent templates ensure governance information is reported uniformly, comparably, and clearly across teams and periods, which directly supports transparent communication. Options B and C do not belong because cafeteria budgets and personal performance bonuses are unrelated operational or HR details, not governance transparency artifacts. Option E does not belong because granting public access to all internal emails is an overbroad disclosure that risks confidentiality and security rather than a controlled transparency mechanism.

Answer

The cafeteria budget

Answer

Personal performance bonuses of the staff

Answer

Public access to all internal emails

Question 14

Which THREE inputs are necessary for a program governance board to make an informed decision?

Accepted Answer

Current program performance data. Option B (Current program performance data) is correct because a governance board can only judge whether a program is on track against its scope, schedule, cost, and benefit baselines if it has up-to-date metrics such as earned value, milestone status, and KPI results. Option D (Updated risk and issue logs) is correct because these registers give the board visibility into active threats, realized issues, their severity, ownership, and mitigation status, which are essential for deciding whether to approve, redirect, or escalate work. Option E (Impact assessment of the proposed decision) is correct because it quantifies the consequences of each option — for example effects on cost, schedule, resources, benefits, and risk exposure — enabling a defensible, evidence-based choice rather than a guess. Options A and C are not valid inputs: dietary restrictions and a manager's personal vacation plan are irrelevant personal matters that have no bearing on program governance decisions.

Answer

Project team members' dietary restrictions

Answer

The Program Manager's personal vacation plan

Question 15

You are the program manager for a regulatory compliance program with a fixed external deadline. During a governance board meeting, a board member requests immediate approval of a change that would add two new projects to the program. The change was not reviewed by the change control board. What should you do first?

Accepted Answer

Inform the board member that the change must first be evaluated by the change control board, and schedule an emergency review if warranted.. The change control board exists to evaluate proposed changes for their impact on program objectives. When a board member requests an urgent change, the program manager must route it through this governance mechanism, potentially accelerating the review. This maintains governance integrity while addressing time sensitivity. Direct implementation or arbitrary rejection undermines the board's authority and could harm the program.

Answer

Implement the change immediately to avoid delaying the board member's request, then document it for the next change control board meeting.

Answer

Reject the change outright because it was not submitted through the standard change request form.

Answer

Ask the board member to resubmit the change at the next quarterly governance board meeting.
