PgMP Practice Test 25 — 15 Questions

Question 1

Which TWO of the following should be included in a Program Final Report?

Accepted Answer

Lessons learned for future programs. Option A (Lessons learned for future programs) is correct because a Program Final Report is a closure document that captures knowledge and experience gained during the program so that future programs can avoid repeating mistakes and replicate successes. Option B (Summary of achieved vs. planned benefits) is correct because the report must demonstrate whether the program delivered the benefits defined in the business case, comparing actual realized benefits against the planned targets. Options C, D, and E are incorrect because vendor bank account records, team birthdays, and personal performance reviews are not program-level governance or benefits information; they are either confidential operational/personal data or irrelevant to the purpose of a final program report.

Answer

Full bank account records of the vendors

Answer

A list of all team birthdays

Answer

The personal performance reviews of all staff

Question 2

A program manager is leading a program to digitize government services to improve citizen access. The program has identified several benefits, including reduced processing time and increased citizen satisfaction. During benefits monitoring, the program manager discovers that while processing time has decreased, citizen satisfaction has not improved as expected. Which TWO actions should the program manager take to address this discrepancy? (Choose two.)

Accepted Answer

Conduct a root cause analysis to identify why citizen satisfaction has not improved despite reduced processing time.. The program manager should review the benefits realization plan to verify the metrics and conduct a root cause analysis to understand why citizen satisfaction lags. These actions are proactive and evidence-based, ensuring that the benefit is properly measured and that corrective measures are informed. This approach aligns with PgMP benefits monitoring and corrective action processes.

Answer

Report to the sponsor that the citizen satisfaction benefit cannot be achieved and recommend removing it from the benefits register.

Answer

Immediately increase the program budget to add more features to the digital services platform.

Answer

Shift focus entirely to processing time benefit, as it is already being realized, and ignore citizen satisfaction.

Question 3

A program manager is developing the program governance plan. The Program Governance Board (PGB) has asked for a document that defines the program's governance structure, including roles, responsibilities, and decision-making processes. Which document should the program manager create?

Accepted Answer

Program governance plan. The program governance plan is the artifact that defines the governance structure, roles, responsibilities, and decision-making processes. It is specifically designed to address how the program will be governed, making it the correct document to fulfill the PGB's request. Other plans focus on different aspects of program management and do not provide the comprehensive governance framework.

Answer

Stakeholder engagement plan

Answer

Program management plan

Answer

Benefits realization plan

Question 4

A program manager is developing the benefits register for a program designed to improve customer retention through a new CRM system. During a benefits identification workshop, a stakeholder suggests including 'increased employee morale' as a program benefit. The program manager needs to ensure that all benefits in the register are measurable and aligned with the strategic objectives. What should the program manager do first?

Accepted Answer

Define a metric and target for employee morale, such as an engagement score, and validate alignment with program objectives.. The correct approach is to make the suggested benefit measurable and confirm its strategic alignment. Benefits in the register must be quantifiable and tied to program objectives. Defining a metric such as an engagement score and validating alignment transforms a vague idea into a managed benefit. This aligns with PgMP benefits identification and ensures the benefit can be tracked and sustained.

Answer

Escalate to the program sponsor to decide whether employee morale should be considered a benefit.

Answer

Add it to the benefits register as a qualitative benefit without a metric, since it is a soft benefit.

Answer

Reject the suggestion because employee morale is an intangible outcome and cannot be included in the benefits register.

Question 5

A program manager is aligning a new program with the organization's strategic goals. During a workshop, stakeholders debate whether the program should focus on operational efficiency or market expansion. The program manager needs to ensure the program's objectives directly support the enterprise strategy. Which action should the program manager take first?

Accepted Answer

Review the organization's strategic plan to identify the specific strategic objectives the program should support.. The strategic plan is the primary source for understanding the organization's long-term goals. By reviewing it first, the program manager can identify which strategic objectives the program should support, thereby resolving stakeholder debates and ensuring alignment. This approach ensures that subsequent decisions about program focus are grounded in the enterprise strategy rather than individual preferences or external benchmarks.

Answer

Benchmark competitor programs to identify industry best practices for program alignment.

Answer

Conduct a survey of all stakeholders to determine their individual preferences for program direction.

Answer

Initiate a benefits realization workshop to define program benefits before confirming strategic alignment.

Question 6

A program manager is setting up engagement for a new program that will affect employees in three regions. The sponsor asks how the program manager will know whether stakeholder engagement is working as intended over time. Which approach best enables ongoing evaluation of engagement effectiveness?

Accepted Answer

Define measurable engagement objectives and track indicators such as participation rates, feedback sentiment, and issue resolution timeliness. Ongoing evaluation of stakeholder engagement requires measurable objectives and indicators that reflect both behavior and sentiment. Participation rates, feedback sentiment, and issue resolution timeliness give the program manager actionable signals across all three regions, enabling timely adjustments. Informal impressions, activity counts, and retrospective reviews either lack rigor, measure the wrong thing, or arrive too late to be useful.

Answer

Wait until the program closes and review lessons learned with the sponsor

Answer

Rely on the sponsor's informal impressions from steering committee discussions

Answer

Count the number of stakeholder meetings held each quarter

Question 7

A program's governance board has delegated decision rights for component prioritization to a steering committee. Six months later, the program manager discovers that the steering committee has been approving component changes that shift funding away from strategic initiatives without informing the governance board. What should the program manager do first?

Accepted Answer

Document the deviations and present them to the governance board with recommended corrective actions. The program manager's first duty is to restore transparency by documenting the steering committee's deviations from the delegation and presenting them to the governance board with recommended corrective actions. The governance board owns the delegation and is the only body that can revise, reinforce, or revoke it based on accurate information.

Answer

Instruct the steering committee to reverse the funding changes immediately

Answer

Revise the program's benefits register to reflect the steering committee's funding decisions

Answer

Reassume all prioritization decisions until the steering committee demonstrates compliance

Question 8

During program execution, you identify a significant technical incompatibility between two subprograms. How should you address this?

Accepted Answer

Facilitate a technical review board meeting to align the subprograms.. A technical incompatibility between subprograms is a program-level integration risk that requires cross-team collaboration to resolve. Facilitating a technical review board meeting brings together the relevant architects and leads from both subprograms to identify the incompatibility, evaluate options, and agree on an alignment approach. This is the program manager's role: enabling resolution through governance structures rather than dictating technical standards or escalating prematurely.

Answer

Instruct both teams to ignore the incompatibility.

Answer

Escalate to the sponsor.

Answer

Choose one subprogram to follow the other's technical standards.

Question 9

Which THREE components of the PESTLE framework focus on the external environment?

Accepted Answer

Technological. The PESTLE framework analyzes six external macro-environmental factors, and the three correct answers here are all part of that external set: A. Technological, D. Economic, and E. Political. Technological is correct because it covers external forces such as automation, R&D, innovation, and technology infrastructure that affect an organization from outside. Economic is correct because it addresses external macroeconomic conditions like inflation, interest rates, exchange rates, and economic growth. Political is correct because it concerns external government policy, stability, trade regulations, and public policy that shape the operating environment. The unmarked options, B. Team Dynamics and C. Individual Motivation, are internal organizational and behavioral factors rather than PESTLE external-environment components, so they do not belong.

Answer

Team Dynamics

Answer

Individual Motivation

Question 10

Which TWO ways can a program manager facilitate the sustainment of benefits?

Accepted Answer

Ensure the capability is integrated into the operational business processes.. Option A is correct because sustaining benefits requires that the delivered capability becomes embedded in the day-to-day operational business processes, so the organization continues to use and derive value from it after the project closes. Option E is correct because establishing ongoing performance reporting with the benefits owners provides continuous measurement, accountability, and the ability to take corrective action when benefits drift from targets. Options B, C, and D do not belong: reducing stakeholders weakens engagement rather than sustaining benefits, mandating daily system use is a compliance tactic rather than a benefits-sustainment mechanism, and requiring lifetime project-team support is neither practical nor a recognized way to embed benefits ownership in the business.

Answer

Reduce the number of stakeholders to simplify communication.

Answer

Mandate that employees use the system daily.

Answer

Require the project team to provide lifetime support.

Question 11

A program manager is developing the program roadmap. What is the primary purpose of this document in the context of strategic alignment?

Accepted Answer

To communicate the program's strategic trajectory. The roadmap serves as a high-level visual representation of how program components lead to the achievement of strategic goals.

Answer

To manage project-level schedule dependencies

Answer

To define the budget allocation for each project

Answer

To record the risk assessment of the program

Question 12

Which TWO of the following are responsibilities of the Program Sponsor?

Accepted Answer

Providing high-level support for the program.. Option A is correct because the Program Sponsor is the senior executive who champions the program and provides high-level support, securing executive backing, resources, and organizational commitment. Option B is correct because the Sponsor owns and acts as the ultimate authority for the business case, ensuring the program remains justified and aligned with strategic benefits. Option C is incorrect because daily administrative tasks belong to program office staff or the program manager, not the Sponsor. Option D is incorrect because maintaining the program risk register is typically the program manager's or risk officer's responsibility. Option E is incorrect because managing individual project schedules is the role of project managers, not the Sponsor.

Answer

Performing all daily administrative tasks.

Answer

Updating the program risk register.

Answer

Managing individual project schedules.

Question 13

A program's governance board has approved a new benefits realization plan that changes the metrics for two component projects. The project managers have already baselined their performance measurement baselines. What should the program manager do to ensure alignment?

Accepted Answer

Facilitate a joint session with the project managers and governance board to review the new metrics and initiate change requests through the program's change control system.. The program manager must ensure that the new benefits metrics are integrated into project baselines through the formal change control process. Facilitating a joint session clarifies expectations and allows project managers to raise concerns, while change requests maintain governance and traceability. This approach aligns projects with the updated benefits realization plan without bypassing established procedures.

Answer

Update the program's benefits realization plan to remove the changed metrics for those projects to avoid disruption.

Answer

Advise the project managers to continue using their existing baselines until the next phase-gate review, when changes can be addressed.

Answer

Instruct the project managers to update their baselines immediately to reflect the new metrics.

Question 14

A program manager is leading a program that has just completed its component projects and is now transitioning into the Program Transition phase. The program's benefits are being handed over to the operations team. During a transition review meeting, the operations manager expresses concern that the benefits may not be sustainable after the program team disbands. Which action should the program manager take FIRST to address this concern?

Accepted Answer

Conduct a benefits sustainment review and develop a benefits sustainment plan.. In the Program Transition phase, the program manager must ensure that benefits are transitioned and will be sustained by the receiving organization. Developing a benefits sustainment plan is the foundational step that defines how benefits will be maintained, measured, and owned after program closure. It addresses the operations manager's concern directly and is a key output of the transition phase.

Answer

Escalate the issue to the program sponsor and ask for additional funding to monitor benefits post-transition.

Answer

Request the operations manager to take over all program documentation and assume full responsibility immediately.

Answer

Extend the program duration to allow the program team to continue managing the benefits.

Question 15

A program manager is leading a program to automate a claims processing system. During benefits delivery, the program manager discovers that the finance department is claiming a 10% reduction in processing costs, while the operations department is claiming the same 10% reduction as its own efficiency gain. Both departments plan to report these savings in their annual budgets. What should the program manager do to resolve this benefits conflict?

Accepted Answer

Facilitate a meeting with both departments to agree on a single benefits owner and a method for attributing the savings.. The program manager must prevent double-counting by establishing a single benefits owner and an agreed attribution method. Facilitating a meeting between the departments allows them to reconcile their claims based on the benefits realization plan. This ensures accurate reporting and maintains the integrity of the benefits register. The other actions either allow double-counting or avoid the program manager's responsibility to manage benefits conflicts.

Answer

Record the savings in the benefits register under both departments and note that the benefit is shared.

Answer

Allow both departments to report the savings, since the program's overall benefit target will still be met.

Answer

Escalate the conflict to the program sponsor and ask the sponsor to decide which department should claim the savings.
