PgMP Practice Test 16 — 15 Questions

Question 1

Which TWO aspects of the governance structure facilitate effective decision-making?

Accepted Answer

Clear escalation pathways. Clear escalation pathways (A) are correct because they define exactly how and to whom issues are raised when decisions exceed a given role's remit, ensuring unresolved matters reach the right decision-makers quickly and consistently rather than stalling. Defined authority levels for the board (C) are correct because they establish who is empowered to approve, reject, or delegate specific decisions and at what thresholds, which removes ambiguity and prevents decision paralysis or unauthorized commitments. Together, these two structural elements give decision rights and a routing mechanism, the core enablers of effective governance decision-making. The age of the organization (B) is irrelevant, since longevity says nothing about how decisions are made or who holds decision rights. The number of board members (D) is not inherently a facilitator, as board size alone does not establish authority or escalation rules and can even slow decisions. The physical size of the conference room (E) is a logistical detail with no bearing on governance decision-making effectiveness.

Answer

The age of the organization

Answer

The number of members in the board

Answer

The physical size of the conference room

Question 2

What is the key difference between a project and a program?

Accepted Answer

Programs focus on benefits, projects focus on outputs.. Programs focus on delivering benefits through the management of related projects, while projects focus on delivering a specific output or product.

Answer

Projects aim for benefits, programs aim for products.

Answer

There is no difference.

Answer

Programs are shorter than projects.

Question 3

During a phase-gate review, the Program Manager is asked to present evidence of 'benefit realization' to date. Which metric is most appropriate for a governance board?

Accepted Answer

Realized vs. Planned business benefits. For a governance board, the most appropriate metric for benefit realization is the comparison of realized versus planned business benefits, because governance focuses on whether the program is delivering the intended business value. EVM, schedule variance, and resource utilization are execution metrics, not benefit realization metrics.

Answer

Earned Value Management (EVM) CPI

Answer

Cumulative project schedule variance

Answer

Resource utilization rates

Question 4

When performing program planning, you must ensure alignment with strategic objectives. Which TWO of the following artifacts are critical for ensuring this alignment?

Accepted Answer

Program Roadmap. The Program Roadmap (D) is critical because it visually maps the program's intended benefits, tranches, and delivery timeline to the organization's strategic objectives, ensuring every initiative traces back to strategic intent. The Program Business Case (E) is equally critical because it formally justifies the program by documenting the expected benefits, costs, risks, and strategic fit, and it serves as the baseline against which alignment is validated and maintained. Together, these artifacts connect strategy to execution: the business case establishes why the program exists, and the roadmap shows how and when strategic value will be delivered. The Component Charter (A) governs an individual component's scope and authority rather than enterprise-level strategic alignment. The Stakeholder Register (B) identifies and analyzes stakeholders and their interests, which supports engagement but does not itself ensure strategic alignment. The Risk Register (C) tracks threats and opportunities to program objectives, which is a risk-management concern rather than a strategic-alignment artifact.

Answer

Component Charter

Answer

Stakeholder Register

Answer

Risk Register

Question 5

A program manager finds that a component project is performing well but is no longer contributing to the program's intended benefits. What is the correct step?

Accepted Answer

Formally evaluate the project's continued alignment and transition it out if necessary.. The program manager must re-evaluate the project's business case and alignment. If it no longer contributes to the program, it should be transitioned out of the program.

Answer

Force the project manager to change their scope.

Answer

Continue the project to avoid wasting past effort.

Answer

Ignore the lack of contribution as long as the project is on budget.

Question 6

Which TWO of the following should be included in a program communication plan?

Accepted Answer

Identification of stakeholder communication needs.. Option C is correct because a communication plan must identify stakeholder communication needs — who needs what information, in what detail, and how often — so that each audience receives relevant, appropriately tailored messages. Option E is correct because the plan must specify the delivery methods for communication (e.g., email, meetings, dashboards, reports), ensuring information actually reaches stakeholders through agreed channels. Detailed technical design specs (A) belong in project design documentation, not the communication plan, which focuses on information flow rather than engineering artifacts. Salary information (B) is confidential HR/payroll data and is not a communication-plan element. Personal email addresses (D) are unnecessary and raise privacy concerns; the plan should reference roles or distribution lists rather than individuals' private contact details.

Answer

Detailed technical design specs for each project.

Answer

The salary information for all program staff.

Answer

The personal email addresses of all stakeholders.

Question 7

If a program's benefits realization plan indicates that the desired strategic outcomes will not be met, what is the best approach to maintain strategic alignment?

Accepted Answer

Review and adjust the program strategy and execution. The program manager must re-evaluate the program's design and scope to find a way to achieve the strategic outcomes, or recommend stopping.

Answer

Request additional funding

Answer

Proceed with the original plan

Answer

Change the definition of success

Question 8

What is the primary role of the Program Steering Committee regarding strategic alignment?

Accepted Answer

Ensuring program alignment with organizational strategy. The Program Steering Committee is a high-level governance body composed of senior executives and key stakeholders who provide strategic direction and oversight for the program. Its primary role regarding strategic alignment is to ensure that the program's objectives, benefits, and outcomes remain aligned with the organization's overall strategy and goals. This involves approving program changes, resolving escalated issues, and making decisions that affect the program's strategic direction. Option D correctly captures this governance responsibility.

Answer

Developing the technical architecture

Answer

Updating the project schedules

Answer

Managing daily project tasks

Question 9

A program manager is managing a program to implement a new cybersecurity framework across a financial institution. The program's benefits include reduced breach risk and compliance with new regulations. During a program review, the program manager discovers that one of the constituent projects, which focuses on endpoint detection and response, is delivering features that are not included in the program's benefits register and do not support the program's strategic objectives. What is the program manager's most appropriate action?

Accepted Answer

Review the project's scope and deliverables against the program's benefits register and strategic objectives, then initiate corrective action.. When a project delivers features outside the program's benefits register, the program manager must review the misalignment against the benefits register and strategic objectives, then initiate corrective action. This may involve realigning the project, updating the benefits register if justified, or stopping unauthorized work. Allowing it to continue, terminating immediately, or ignoring the issue all fail to address the misalignment appropriately and can jeopardize program benefits.

Answer

Allow the project to continue because additional security features are always beneficial.

Answer

Immediately terminate the project to prevent further misalignment.

Answer

Ignore the discrepancy because the project manager is responsible for project scope.

Question 10

During an environmental assessment, the program manager identifies a new political risk that threatens the program's strategic alignment. What should be done first?

Accepted Answer

Assess the impact on strategic alignment. When a new political risk is identified during an environmental assessment, the program manager must first understand how that risk affects the program's strategic alignment before taking any action. Assessing the impact on strategic alignment is the foundational step in risk management — you cannot decide whether to escalate, mitigate, or terminate without first quantifying the potential effect on program objectives. Only after this assessment should the risk register be updated or other stakeholders be alerted.

Answer

Alert the government agency involved

Answer

Update the risk register

Answer

Cancel the program

Question 11

What is the primary output of the Program Formulation phase?

Accepted Answer

A signed Program Charter.. The Program Formulation phase (the first of the three PgMP program phases — Formulation, Delivery, Closure) concludes with the approval of the Program Charter. The charter formally authorizes the program, links it to the organization's strategic objectives, and grants the program manager authority to apply resources. It is the definitive gate output that transitions the program from formulation into the benefits delivery phase.

Answer

A list of project team members.

Answer

A final report on benefits.

Answer

Detailed project schedules.

Question 12

Which TWO criteria are commonly used to assess whether a program is strategically aligned?

Accepted Answer

Contribution to organizational goals. Option C (Contribution to organizational goals) is correct because strategic alignment is fundamentally measured by how well a program's outcomes and deliverables advance the organization's stated mission, objectives, and priorities — a program that does not demonstrably support these goals is not strategically aligned. Option E (Validity of the program business case) is correct because the business case documents the justification, expected benefits, costs, risks, and linkage to strategy; if that business case is sound and current, it confirms the program remains worth doing and consistent with strategic direction. The unmarked options do not belong: A (Number of meetings per week) is an operational cadence metric with no bearing on strategy, B (Project team average salary) is a cost/resourcing detail rather than an alignment criterion, and D (Office location of the program team) is a logistical factor irrelevant to whether the program supports organizational goals.

Answer

Number of meetings per week

Answer

Project team average salary

Answer

Office location of the program team

Question 13

A component project within your program is failing to meet its milestones, risking the delivery of a key program benefit. What should be your primary action?

Accepted Answer

Perform a program-level impact analysis and communicate to stakeholders.. The program manager must assess the impact of the project's failure on the program's benefits realization and adjust the program-level plan accordingly.

Answer

Replace the project manager.

Answer

Update the risk register and ignore the impact.

Answer

Immediately stop the project to save costs.

Question 14

Which TWO indicators suggest that a program is losing its strategic alignment?

Accepted Answer

Increased focus on scope creep. Rising scope creep and stakeholder dissatisfaction with outcomes are key indicators that the program is drifting from its strategic purpose.

Answer

Increased use of video conferencing

Answer

Decreased team member turnover

Answer

Increased office space utilization

Question 15

A program manager is leading a program that includes several projects. One project manager reports that a key deliverable will be delayed by three months due to a vendor issue. This delay will affect the program's ability to realize a critical benefit on time, which is tied to a strategic objective. The program manager has already escalated the issue to the program sponsor. What should the program manager do NEXT to maintain strategic alignment?

Accepted Answer

Update the program roadmap and benefits realization plan to reflect the new timeline and assess impact on strategic objectives.. When a project delay threatens a critical benefit, the program manager must update the program roadmap and benefits realization plan to reflect the change and assess the impact on strategic objectives. This enables proactive management and informed decision-making. Directing the project manager or escalating without analysis may not address the root cause. Waiting passively risks further misalignment. The correct action ensures the program remains aligned with strategy despite the delay.

Answer

Escalate the issue to the PMO to enforce the original schedule.

Answer

Direct the project manager to find an alternative vendor immediately to recover the schedule.

Answer

Continue monitoring the project and wait for the next status report to see if the delay resolves itself.
