PgMP Practice Test 15 — 15 Questions

Question 1

Which TWO of the following help ensure stakeholder buy-in for the program?

Accepted Answer

Providing regular and transparent progress updates.. Option A is correct because providing regular and transparent progress updates keeps stakeholders informed about milestones, risks, and changes, which builds trust and reduces uncertainty—both essential for maintaining buy-in throughout the program. Option E is correct because demonstrating the strategic value of the program connects the work to organizational goals, showing stakeholders tangible benefits and return on investment, which motivates continued support and engagement. Options B, C, and D do not belong: avoiding difficult stakeholders (B) erodes trust and leaves concerns unaddressed, reporting only to the board (C) excludes key stakeholder groups and limits transparency, and sending only positive news (D) hides risks and issues, undermining credibility and long-term buy-in.

Answer

Avoiding communication with difficult stakeholders.

Answer

Only reporting to the board.

Answer

Sending only positive news.

Question 2

Which TWO items are typically reviewed during a program phase-gate review?

Accepted Answer

Performance against the program management plan. Option B is correct because a phase-gate (stage-gate) review evaluates the program's performance against the program management plan, including scope, schedule, budget, risks, and benefits realization, to decide whether the phase can proceed. Option E is correct because phase-gate reviews also assess continued strategic alignment with business objectives, confirming the program still delivers the intended business value and remains justified before authorizing the next phase. Options A, C, and D are incorrect because a cafeteria menu, employee vacation schedules, and workstation ergonomics are operational or facilities-level concerns, not program governance artifacts reviewed at a phase gate.

Answer

The office cafeteria menu

Answer

Employee vacation schedules

Answer

Individual workstation ergonomics

Question 3

When managing program communications, what is the most effective approach to ensure consistency across multiple component projects?

Accepted Answer

Establish a centralized Program Communication Plan.. A centralized Program Communication Plan ensures consistency by defining standardized communication processes, channels, frequency, and responsibilities across all component projects. It aligns messaging with program objectives and stakeholder needs, preventing fragmentation and misinformation.

Answer

Send out a weekly email update from the PMO.

Answer

Allow each project to handle their own communication.

Answer

Have the program manager attend every project meeting.

Question 4

A program spans multiple regions with cultural differences in how stakeholders provide feedback. How should the program manager adapt communication?

Accepted Answer

Tailor the communication style and methods based on regional engagement preferences.. Programs require tailored communication strategies that account for cultural and regional nuances.

Answer

Enforce a single global communication standard for consistency.

Answer

Delegate regional communication to a local representative.

Answer

Use only written communication to avoid misinterpretation.

Answer

null

Question 5

Which THREE components are critical for an effective program governance plan?

Accepted Answer

Program compliance and audit standards. Option A (Program compliance and audit standards) is correct because an effective governance plan must define the regulatory, contractual, and internal control requirements the program is measured against, along with how audits and compliance reviews will be conducted to ensure accountability. Option C (Decision-making and escalation processes) is correct because governance depends on clearly documented authority for decisions, thresholds for escalation, and defined paths (e.g., steering committee, PMO, executive sponsor) so issues are resolved at the right level and in a timely manner. Option E (Roles and responsibilities of the board) is correct because governance requires an explicit RACI-style definition of who on the governing body owns oversight, approvals, funding, and risk acceptance, which is essential for accountability. Option B (Detailed technical design specifications) is not a governance component; it belongs to solution/engineering design and is too granular for a governance plan. Option D (Daily time-tracking logs) is an operational tracking artifact, not a governance mechanism, and daily granularity is not required for effective program governance.

Answer

Detailed technical design specifications

Answer

Daily time-tracking logs

Question 6

A program manager at a regional health insurer leads a program to consolidate five legacy claims platforms into one cloud-based system. Midway through the second year, the executive committee announces a new enterprise strategy that prioritizes acquiring smaller insurers rather than modernizing internal systems. The program sponsor asks the program manager to formally determine whether the program should continue. Which action should the program manager take FIRST?

Accepted Answer

Perform a program-level strategic alignment review with the governance board to reassess the program's fit with the new enterprise strategy.. When enterprise strategy changes, the program manager's first duty is to reassess the program's strategic fit and bring that analysis to governance. A formal alignment review examines the business case, benefits, and roadmap against the new direction, enabling an informed continue, redirect, or terminate decision. Unilateral acceleration, silent benefits edits, or reflexive closure all skip the governance step the sponsor requested.

Answer

Close the program immediately because the new strategy no longer mentions platform consolidation.

Answer

Instruct the component project managers to accelerate delivery so the consolidation completes before the acquisition strategy takes effect.

Answer

Update the program benefits register to reflect the new strategy and continue execution without a governance review.

Question 7

Two component projects have conflicting requirements that create a bottleneck. As a program manager, what is your primary role?

Accepted Answer

Facilitate a resolution that aligns with the program's strategic priorities.. The program manager acts as the mediator and decision-maker to resolve conflicts that cross project boundaries.

Answer

Let the two project managers resolve the conflict themselves.

Answer

Escalate the conflict to the organization's executive management.

Answer

Cancel both projects.

Question 8

A program manager is evaluating whether a program remains strategically aligned after a significant organizational restructuring. The new executive team has introduced a revised strategic plan with different priorities. The program manager needs to assess the program's continued viability. Which TWO actions should the program manager take to determine if the program should continue? (Choose two.)

Accepted Answer

Conduct a stakeholder analysis to understand the new executives' expectations and concerns regarding the program.. To assess strategic alignment after a restructuring, the program manager should review the business case against new priorities and conduct a stakeholder analysis to understand executive expectations. These actions provide the necessary information to determine if the program should continue, be modified, or be terminated. Pausing work, updating the charter without approval, or reallocating resources without analysis are premature and bypass governance. The correct actions ensure a thorough, informed evaluation.

Answer

Reallocate all program resources to projects that directly support the new strategy.

Answer

Immediately pause all program work until the new strategy is fully communicated to all teams.

Answer

Update the program charter to reflect the new strategic plan without consulting the sponsor.

Question 9

When establishing the Program Management Office (PMO), what is the most important factor for success?

Accepted Answer

Aligning the PMO functions with the organizational and program requirements.. The PMO exists to serve the program and the organization, so its functions must be tailored to the specific needs, culture, and requirements of both. Off-the-shelf tools, large budgets, or external consultants are means, not ends—they do not guarantee success if the PMO's roles and services are misaligned with what the program actually needs. Alignment ensures the PMO delivers value rather than becoming bureaucratic overhead.

Answer

Using only off-the-shelf software tools.

Answer

Ensuring the PMO has a large budget.

Answer

Hiring external consultants.

Question 10

A program manager is setting up the program governance structure. Which group is responsible for providing high-level guidance and oversight?

Accepted Answer

Program Steering Committee.. The program steering committee is the governance body responsible for providing high-level guidance, oversight, and strategic direction for the program. It typically comprises senior executives and key stakeholders who make decisions on program scope, funding, and priorities. This group ensures the program remains aligned with organizational strategy and resolves escalated issues.

Answer

Program Management Office (PMO) staff.

Answer

Project managers.

Answer

Subject Matter Experts (SMEs).

Question 11

Who is primarily responsible for ensuring that the program's governance structure is implemented and followed?

Accepted Answer

The Program Manager. The Program Manager is the person accountable for implementing the program's governance structure and ensuring it is followed in day-to-day program operations. While the sponsor and governance board establish and approve the governance framework, the program manager operationalizes it — running governance meetings, enforcing decision rights, maintaining the escalation path, and ensuring compliance with governance processes. This is a core program manager responsibility in the Standard for Program Management.

Answer

The Program Sponsor

Answer

The PMO Lead

Answer

The Governance Board Chair

Question 12

You are managing a program where the stakeholder landscape is highly volatile. What is the most effective approach to stakeholder management?

Accepted Answer

Implement a continuous stakeholder engagement monitoring and adjustment process.. Because the stakeholder landscape is volatile, the program manager must use an iterative engagement cycle — identify, analyze, plan, engage, and monitor — and continuously adjust strategies as stakeholders, influence, and interest shift. PMI's program management standard emphasizes adaptive stakeholder engagement rather than a one-time plan. Continuous monitoring ensures the engagement approach stays relevant to the changing environment.

Answer

Create a rigid stakeholder plan and stick to it.

Answer

Use a standard template for all communications.

Answer

Only communicate with the primary sponsor.

Question 13

Which THREE of the following are key components of the Program Governance framework?

Accepted Answer

Decision-making structures.. In a Program Governance framework, decision-making structures (B) are essential because they define who has authority to make which decisions, how decisions are made, and how accountability is assigned across the program. Procedures for issue escalation (C) are also core, as they establish the defined paths and thresholds for raising problems from project to program level so they are resolved by the appropriate authority. Program policies (E) are the third key component, since they set the governing rules, standards, and constraints that direct how the program is managed and ensure consistency with organizational strategy. The remaining options do not belong: personal social media policies (A) are an HR or acceptable-use concern rather than a program governance component, and the office lunch schedule (D) is an administrative logistics matter with no bearing on governance.

Answer

Personal social media policies.

Answer

The lunch schedule for the office.

Question 14

During program formulation, you are defining the program infrastructure. Which document serves as the primary instrument to formally authorize the existence of the program?

Accepted Answer

Program Charter. The program charter is the document issued by the sponsor that formally authorizes the existence of a program and provides the program manager with the authority to apply organizational resources to program activities.

Answer

Business Case

Answer

Program Management Plan

Answer

Program Roadmap

Question 15

Which THREE of the following are standard ways to manage changes at the program level?

Accepted Answer

Formal change request process.. Program change management involves identifying, evaluating, and approving changes through a structured governance process.

Answer

Ignoring changes to keep the plan simple.

Answer

Letting project managers approve all changes.
