SAFe-Agilist Building a Foundation with Mindset, Values and Principles — 25 Questions

Question 1

Refer to the exhibit. Which SAFe principle is the management ignoring by their action?

Accepted Answer

Principle 8: Unlock the intrinsic motivation of knowledge workers.. The scenario describes management prioritizing short-term velocity over technical debt/refactoring. In SAFe, Principle 3: 'Assume variability; preserve options' and Principle 9: 'Decentralize decision-making' are often cited, but specifically, the practice of maintaining code quality to ensure sustainable development is most closely aligned with Principle 3 (preserving options by keeping the system flexible) or Principle 1 (Take an economic view). However, Principle 4 is about learning cycles. If the question implies that technical debt prevents integration and learning, it is a stretch. More importantly, SAFe Principle 3 is the standard answer for 'preserving options' through quality. If the question specifically targets the 'Build incrementally' aspect, the explanation is weak.

Answer

Principle 4: Build incrementally with fast, integrated learning cycles.

Answer

Principle 6: Visualize and limit WIP, reduce batch sizes.

Answer

Principle 10: Organize around value.

Question 2

A Product Manager insists on finalizing all requirements before development begins to avoid rework. Which SAFe Lean-Agile Principle does this behavior violate?

Accepted Answer

Principle 3: Assume variability; preserve options.. This behavior violates Principle 3, Assume variability; preserve options. By attempting to finalize requirements prematurely, the Product Manager eliminates the flexibility needed to respond to learning and feedback. SAFe encourages maintaining multiple design options for as long as possible, which allows teams to pivot based on emerging evidence. This principle is vital because it protects the value of the solution by ensuring decisions are based on data rather than premature assumptions.

Answer

Principle 5: Base milestones on objective evaluation of working systems.

Answer

Principle 7: Apply cadence, synchronize with cross-domain planning.

Answer

Principle 9: Decentralize decision-making.

Question 3

Why does SAFe emphasize that leaders must be 'trained, not just trained'?

Accepted Answer

To change their mindset and influence the culture.. The phrase 'trained, not just trained' is a typo. In SAFe, the emphasis is that leaders must 'lead the change' rather than just 'support' it, or that they must be trained so they can internalize the mindset and influence the culture. The explanation and options correctly point toward mindset and culture, but the stem is logically broken.

Answer

To ensure they can micromanage the teams more effectively.

Answer

To reduce the cost of organizational training.

Answer

To provide them with a path to a higher management level.

Question 4

A Product Manager insists on finalizing all requirements before development begins to avoid rework. Which SAFe Lean-Agile Principle does this behavior violate?

Accepted Answer

Principle 3: Assume variability; preserve options. This behavior violates Principle 3, 'Assume variability; preserve options.' By attempting to define all requirements upfront, the manager ignores the inherent uncertainty in complex systems. Instead, SAFe advocates for a set-based design approach that maintains multiple options for as long as possible. This principle is vital because it enables teams to make better-informed decisions based on empirical evidence rather than potentially flawed initial assumptions, ultimately reducing the risk of costly late-stage corrections.

Answer

Principle 1: Take an economic view

Answer

Principle 2: Apply systems thinking

Answer

Principle 9: Decentralize decision-making

Question 5

An Agile Team struggles with high technical debt because they prioritize new features over refactoring. Which SAFe Core Value should the leadership emphasize to address this?

Accepted Answer

Built-in Quality. The Core Value of 'Built-in Quality' is essential here. It mandates that quality is not an afterthought but is integrated into every step of the development process. By emphasizing this, leadership shifts the culture from 'fast-tracking' features to sustainable velocity. This matters because technical debt, if left unaddressed, exponentially slows down future delivery, erodes team morale, and eventually results in a fragile system that requires complete overhauls, wasting significant organizational resources.

Answer

Alignment

Answer

Transparency

Answer

Program Execution

Question 6

Refer to the exhibit. Which SAFe Lean-Agile Principle is most severely undermined by the Architecture Team's current policy?

Accepted Answer

Principle 9: Decentralize decision-making. The policy violates Principle 9, 'Decentralize decision-making.' By requiring approval for all design changes and deferring architecture decisions to a centralized PI event, the policy stifles team autonomy and slows delivery. This matters because bottlenecking design decisions prevents teams from reacting to local technical discoveries. In SAFe, successful scaling relies on empowering those closest to the work to make technical choices, ensuring the system remains agile and responsive to changing requirements.

Answer

Principle 1: Take an economic view

Answer

Principle 5: Base milestones on objective evaluation

Answer

Principle 2: Apply systems thinking

Question 7

Which TWO of the following actions best demonstrate the SAFe Lean-Agile mindset of 'Respect for People and Culture'?

Accepted Answer

Providing the necessary training and environment for continuous learning.. Respect for people and culture is a cornerstone of the Lean-Agile mindset, ensuring that the human element is prioritized alongside technical output. By fostering autonomy and providing support, leaders create an environment where innovation thrives. This matters because high-performing teams are built on psychological safety and trust. When people feel respected, they are more willing to take calculated risks, share knowledge, and contribute to the long-term health of the organization.

Answer

Mandating strict adherence to standard operating procedures without deviation.

Answer

Focusing exclusively on individual performance metrics to drive productivity.

Answer

Prioritizing the immediate needs of shareholders over team development.

Question 8

What is the primary goal of SAFe Principle 1: Take an economic view?

Accepted Answer

To deliver the most value in the shortest sustainable lead time.. The primary goal is to ensure that the organization delivers the best possible business value in the shortest sustainable lead time. By applying economic frameworks to decision-making—such as considering the cost of delay, operating expenses, and development costs—leadership can better prioritize work. This matters because resources are finite; making economically informed decisions ensures that the organization invests in the most impactful initiatives rather than just the easiest or most popular ones.

Answer

To minimize the number of developers required to finish a project.

Answer

To ensure that all projects are completed exactly on budget.

Answer

To standardize reporting across all departments for better oversight.

Question 9

A team is moving from a traditional waterfall environment to SAFe. The manager wants to continue using 'Project Milestones' to track progress. Why does SAFe prefer 'Objective Evaluation' instead?

Accepted Answer

Objective evaluation allows for a more accurate assessment of the solution.. SAFe prioritizes objective evaluation because traditional milestones often provide false confidence. A project might be '80% done' based on a schedule, but without working, tested software, the reality is unknown. Objective evaluation through frequent integration and demonstration ensures that progress is based on empirical reality. This matters because it allows for early detection of integration issues and shifts the conversation from subjective status reports to tangible product reality, minimizing project risk.

Answer

Milestones are inherently expensive to track and maintain.

Answer

Milestones are only used in large-scale government projects.

Answer

Objective evaluation is the only way to satisfy regulatory compliance.

Question 10

Which THREE of the following are considered Pillars of the SAFe House of Lean?

Accepted Answer

Respect for People and Culture. The House of Lean pillars support the roof, which represents the goal of value delivery. Respect for People and Culture, Flow, Innovation, and Relentless Improvement are the foundational pillars. Understanding these is crucial because they provide the philosophical backing for all SAFe practices. Without these pillars, the framework becomes a collection of disconnected processes rather than a coherent strategy for creating long-term value and high-performing organizations in complex, competitive markets.

Answer

Strict Change Control

Answer

Standardized Documentation

Question 11

When applying Principle 2: Apply systems thinking, what is the most important aspect to consider?

Accepted Answer

Focusing on the entire value stream from concept to delivery.. Systems thinking requires that the organization focuses on the entire value stream, not just individual silos or local optimizations. In SAFe, this means understanding how value flows from concept to cash across the whole organization. This is crucial because optimizing a single team's performance can often create bottlenecks elsewhere in the system. To truly improve, one must improve the hand-offs and communication between all parts of the value delivery chain.

Answer

Optimizing the performance of individual teams for maximum velocity.

Answer

Standardizing all development tools across the entire enterprise.

Answer

Prioritizing the highest-earning product line at all times.

Question 12

Why does SAFe advocate for 'Synchronization' among teams on the Agile Release Train?

Accepted Answer

To help manage dependencies and ensure periodic integration.. Synchronization is vital because it aligns the work of multiple teams to a common cadence. When all teams operate on the same rhythm, it becomes significantly easier to identify integration issues, plan for dependencies, and demonstrate the integrated system. This matters because, without synchronization, teams would drift apart, leading to 'integration hell' at the end of the project, where the pieces of the system fail to function together as a unified whole.

Answer

To force all teams to use the exact same development tools.

Answer

To ensure that all teams are working on the same features simultaneously.

Answer

To make it easier for management to measure individual performance.

Question 13

In the context of SAFe, what is the purpose of the 'Innovation and Planning (IP) Iteration'?

Accepted Answer

To address technical debt, innovation, and PI planning.. The IP iteration serves as a buffer between Program Increments, providing time for innovation, education, and planning. It prevents teams from being trapped in a cycle of endless delivery, which often leads to burnout and a lack of improvement. This matters because it gives the organization a dedicated space to think, learn, and refactor the system, ensuring that the next increment is built on a solid, improved foundation.

Answer

To allow the team to take a break from all work for two weeks.

Answer

To finalize any features that were not completed in the previous iterations.

Answer

To conduct performance reviews for all team members.

Question 14

Which action best reflects the application of 'Principle 8: Unlock the intrinsic motivation of knowledge workers'?

Accepted Answer

Providing clear goals and the freedom to decide how to achieve them.. Providing autonomy and purpose is central to motivating knowledge workers. In SAFe, this means letting teams decide how to perform their work rather than dictating the process. This matters because knowledge work is creative and complex; when people feel they have control over their work and understand the larger mission, their engagement and productivity increase significantly compared to environments where they are treated like assembly line workers.

Answer

Using a strict 'command and control' management style to ensure compliance.

Answer

Offering competitive financial bonuses based on individual performance.

Answer

Assigning specific tasks daily to ensure high utilization.

Question 15

Refer to the exhibit. Which SAFe principle is this policy violating?

Accepted Answer

Principle 9: Decentralize decision-making. The policy violates Principle 9: 'Decentralize decision-making.' By centralizing design approvals and imposing rigid standards from a committee, the organization removes the autonomy of the teams doing the work. This matters because it creates a bottleneck and prevents the teams from applying their specific domain knowledge to the design. In SAFe, speed is achieved by empowering teams to make decisions locally and safely, not by implementing centralized bureaucratic control.

Answer

Principle 1: Take an economic view

Answer

Principle 5: Base milestones on objective evaluation

Answer

Principle 2: Apply systems thinking

Question 16

A team is struggling with frequent bugs in production. They want to implement 'test-first' development. How does this align with the SAFe Lean-Agile mindset?

Accepted Answer

It supports the Core Value of Built-in Quality.. Test-first development is a key practice for 'Built-in Quality,' a core value of the SAFe House of Lean. By writing tests before code, the team ensures that quality is checked continuously rather than inspected at the end. This matters because it forces developers to clarify requirements and design before coding, reducing the likelihood of defects, making the system easier to change, and ensuring that the team can confidently deliver high-value features without regression.

Answer

It slows down development and should be discouraged.

Answer

It is an individual practice and not relevant to SAFe principles.

Answer

It is only necessary for safety-critical systems.

Question 17

Which TWO of the following are benefits of 'limiting work-in-process (WIP)' in a SAFe environment?

Accepted Answer

Faster delivery of value through reduced context switching.. Limiting WIP is essential for managing flow and ensuring that teams focus on completing work rather than just starting it. By reducing the number of active items, the team reduces context-switching and bottlenecks. This matters because it leads to faster delivery of value, higher quality through increased focus, and a clearer view of the system's actual capacity, allowing the organization to plan more effectively and react to market changes quickly.

Answer

Increased team capacity to handle concurrent, unrelated requests.

Answer

A more accurate representation of the team's total workload.

Answer

Elimination of the need for an Agile Release Train.

Question 18

A team is struggling with low throughput due to excessive WIP. According to SAFe Principle 6, how should the team improve their flow?

Accepted Answer

Implement WIP limits on workflow states.. Principle 6, Visualize and limit WIP, reduce batch sizes, and manage queue lengths, is central to improving throughput. By visualizing the workflow, the team can identify bottlenecks and apply WIP limits to ensure work is pulled rather than pushed. This prevents multitasking and context switching, which are primary drivers of inefficiency. Managing queue lengths ensures that work items move through the system predictably, improving the overall cycle time of the team.

Answer

Increase the team size to handle the influx of work.

Answer

Prioritize work by effort rather than business value.

Answer

Shift to a Waterfall model to better track progress.

Question 19

Which TWO of these are core pillars of the SAFe House of Lean?

Accepted Answer

Innovation. The House of Lean has four pillars: Respect for People and Culture, Flow, Innovation, and Relentless Improvement. Value is the roof, and Leadership is the foundation. These pillars provide the framework for Lean-Agile organizations to achieve optimal business outcomes. Understanding these pillars is essential for any SAFe professional to guide their organization toward a culture of continuous delivery and high-quality product development while ensuring the workforce remains engaged and empowered.

Management by Objectives

Question 20

Why does SAFe suggest 'Decentralizing decision-making' as a core principle?

Accepted Answer

To reduce the time it takes to act on information.. Decentralization is critical for agility, as it reduces delays caused by waiting for management approvals. By empowering those with the local context—such as teams and product owners—to make decisions, the organization reacts faster and more effectively to changing conditions. This principle fosters an environment of autonomy and accountability. When decisions are made by the people closest to the work, the quality of those decisions increases, and team engagement naturally improves.

Answer

To remove the need for leadership altogether.

Answer

To ensure all decisions are made by the architect.

Answer

To prevent teams from making mistakes.
