PfMP Portfolio Stakeholder Engagement Practice Test 3 — 15 Questions

Question 1

Which THREE of the following are true about the portfolio stakeholder register?

Accepted Answer

It is a primary input for the communication management plan.. Option A is correct because the portfolio stakeholder register identifies who the stakeholders are, their interests, influence, and communication needs, making it a primary input when developing the communication management plan. Option D is correct because the register captures each stakeholder's expectations, concerns, and needs, which directly supports identifying stakeholder requirements. Option E is correct because the stakeholder register is a living document that must be reviewed and updated regularly as stakeholders join, leave, or change in influence and interest throughout the portfolio lifecycle. Option B is incorrect because the register is not static or finalized at the start; it evolves continuously. Option C is incorrect because even small portfolios benefit from a stakeholder register to manage relationships and communications effectively.

Answer

It is a static document finalized at the start of the portfolio.

Answer

It is not necessary for small portfolios.

Question 2

Which TWO of the following are legitimate ways to identify stakeholders for a new portfolio?

Accepted Answer

Reviewing the organization chart and project charters.. Option A is correct because reviewing the organization chart reveals formal reporting lines, roles, and departmental ownership, while project charters document sponsors, key participants, and affected parties, making both legitimate sources for identifying portfolio stakeholders. Option B is correct because interviewing senior management and department heads surfaces strategic priorities, informal influencers, and cross-functional dependencies that documents alone may not capture. Option C is wrong because requesting user passwords is a security violation and has nothing to do with stakeholder identification. Option D is wrong because randomly selecting names from the corporate directory is arbitrary and would omit relevant stakeholders while including irrelevant ones. Option E is wrong because deliberately ignoring stakeholders outside finance would exclude legitimate parties affected by the portfolio and undermine stakeholder analysis.

Answer

Asking the IT help desk for everyone's password.

Answer

Listing people randomly from the corporate directory.

Answer

Ignoring stakeholders outside the finance department.

Question 3

Stakeholder register.. Option A, the stakeholder register, is essential because it identifies each stakeholder, their interests, influence, and engagement requirements, which directly drives how engagement activities are planned. Option B, the portfolio strategic plan, is essential because it defines the portfolio's objectives, priorities, and scope, ensuring stakeholder engagement aligns with strategic direction. Option E, organizational process assets, is essential because it supplies the policies, templates, historical data, and lessons learned that shape how engagement is planned and executed. Option C, the portfolio manager's personal hobbies, is irrelevant to stakeholder engagement planning, and Option D, the cafeteria lunch menu, has no bearing on identifying or engaging portfolio stakeholders.

Answer

The personal hobbies of the portfolio manager.

Answer

The lunch menu for the cafeteria.

Question 4

You are managing a portfolio of IT infrastructure projects for a large bank. A key stakeholder, the Chief Information Security Officer (CISO), has consistently opposed a portfolio component that aims to migrate legacy applications to a cloud environment, citing data sovereignty and compliance risks. Despite your efforts to engage the CISO, the opposition continues, and the CISO has now escalated the issue to the CEO. What is the MOST appropriate action for you to take next?

Accepted Answer

Schedule a meeting with the CISO and CEO to facilitate a discussion on the CISO's concerns, the portfolio's strategic objectives, and potential mitigation strategies.. The most appropriate action is to schedule a meeting with the CISO and CEO to facilitate a discussion. This engages the stakeholders directly, addresses the escalation, and seeks a collaborative resolution that balances the CISO's compliance concerns with the portfolio's strategic objectives. It demonstrates leadership in stakeholder engagement and conflict management, which are essential for portfolio managers. The other options either avoid the conflict, overreact, or abdicate responsibility.

Answer

Conduct a formal risk assessment of the cloud migration component, focusing on data sovereignty and compliance, and share the results with the CISO and CEO.

Answer

Request that the CEO make a final decision on whether to proceed with the cloud migration component, and commit to abiding by that decision.

Answer

Pause the cloud migration component until the CISO's concerns are fully resolved, and inform the CEO of this decision.

Question 5

You are the portfolio manager for a global pharmaceutical portfolio. A key regulatory stakeholder from the EMA has expressed concern that patient safety data is not being shared transparently across portfolio components. Your portfolio governance board wants to address this without disrupting ongoing clinical trials. What should you do FIRST?

Accepted Answer

Review the portfolio stakeholder engagement plan to assess current communication protocols and identify gaps specific to regulatory stakeholders.. The portfolio stakeholder engagement plan is the foundational document that outlines how stakeholders are managed. Reviewing it first ensures that any action to address the EMA's concern is aligned with the overall strategy and based on an understanding of existing protocols. This systematic approach prevents hasty, ineffective fixes and allows for a targeted improvement.

Answer

Instruct all clinical trial managers to send daily safety reports to the EMA starting immediately.

Answer

Escalate the issue to the portfolio governance board and request they handle all communication with the EMA.

Answer

Immediately schedule a meeting with the EMA to apologize and promise full transparency going forward.

Question 6

You are the portfolio manager for a pharmaceutical portfolio with 14 components. A key regulatory stakeholder (the national health authority) has just signaled that it will begin requiring quarterly clinical data submissions for all Phase III components. This changes the cadence at which your component managers must supply verified data. Which action BEST ensures the health authority's evolving expectations are incorporated into portfolio engagement planning?

Accepted Answer

Update the portfolio stakeholder register to reflect the health authority's new submission cadence and reassess its engagement classification.. Stakeholder expectations evolve, and the portfolio manager must keep the engagement strategy current. Capturing the regulator's revised cadence in the portfolio stakeholder register and re-evaluating its engagement classification ensures that communications, reporting, and component data requests reflect the authority's real expectations, which is the foundation of effective portfolio stakeholder engagement.

Answer

Add the quarterly submission requirement to the portfolio risk register and assign a risk owner to monitor regulatory non-compliance.

Answer

Instruct component managers to begin quarterly submissions immediately and report compliance status at the next portfolio review.

Answer

Escalate the regulatory change to the Portfolio Governance Board and await its decision on whether to adjust the portfolio.

Question 7

You are managing a portfolio of IT modernization projects. A powerful business unit leader consistently bypasses the portfolio management office and directly assigns work to project teams, causing resource conflicts and misalignment with strategic goals. How should you address this stakeholder's behavior?

Accepted Answer

Meet with the business unit leader to understand their objectives and collaboratively develop a communication and escalation protocol that respects portfolio governance.. Engaging the influential stakeholder directly to understand their objectives and co-create a protocol is the most effective approach. It respects their power, addresses the root cause of bypassing, and aligns their actions with portfolio governance. This collaborative method reduces conflict and ensures resources are allocated strategically.

Answer

Escalate the issue to the executive sponsor and request that they reprimand the business unit leader.

Answer

Send a formal memo to all stakeholders reiterating that all work requests must go through the portfolio management office.

Answer

Instruct project teams to ignore any requests from the business unit leader that do not come through the portfolio management office.

Question 8

You are the portfolio manager for a global financial services firm. A major regulatory change (e.g., Basel IV) is imminent, and it will affect several components in your portfolio. Senior executives are demanding a clear view of the portfolio-level impact and a coordinated response. Which action should you take FIRST to engage these key stakeholders effectively?

Accepted Answer

Conduct a portfolio-level impact analysis to identify which components are affected, assess the magnitude of impact, and develop a consolidated communication plan.. Executives require a portfolio-level understanding of the regulatory impact to make informed decisions. Conducting an impact analysis and developing a consolidated communication plan ensures that all stakeholders receive consistent, accurate information. This proactive approach demonstrates leadership and facilitates coordinated action, which is critical when multiple components are affected by a single external change.

Answer

Delegate the impact analysis to each component manager and ask them to report back with their individual assessments.

Answer

Immediately escalate the issue to the Portfolio Governance Board and request their direction on how to proceed.

Answer

Schedule a series of one-on-one meetings with each executive to understand their individual concerns and priorities regarding the regulatory change.

Question 9

Midway through the fiscal year, a portfolio manager discovers that two executive sponsors who were classified as 'supportive' in the portfolio stakeholder register have stopped attending the quarterly portfolio value reviews. Their components are now the only ones with unresolved resource conflicts. Which interpretation BEST guides the portfolio manager's next engagement action?

Accepted Answer

The sponsors have likely reverted to a neutral or resistant engagement level, so the portfolio manager should re-engage them individually to understand the cause.. Engagement levels in the portfolio stakeholder register are dynamic, and behavior such as missing governance reviews is evidence of change. Since these sponsors own components with unresolved resource conflicts, the portfolio manager must re-engage them individually, diagnose the cause, and update the engagement approach so that portfolio decisions can proceed with adequate sponsor involvement.

Answer

The portfolio manager should ask the Portfolio Governance Board to replace the sponsors with more engaged executives.

Answer

The portfolio manager should document the attendance gap in the portfolio status report and continue with the existing engagement plan.

Answer

The sponsors are no longer key stakeholders and should be removed from the portfolio stakeholder register.

Question 10

You are leading a portfolio of construction projects. A local community group has raised concerns about environmental impact. Your initial stakeholder analysis classified them as low influence and low interest. However, they have now gained media attention and are influencing regulatory approvals. What should you do?

Accepted Answer

Update the stakeholder analysis to reclassify the community group and adjust the engagement strategy accordingly.. Stakeholder analysis is not static; it must be updated when stakeholders' influence or interest changes. Reclassifying the community group and adjusting the engagement strategy allows the portfolio manager to address concerns proactively, reducing risks to approvals and reputation. This dynamic approach is essential for effective portfolio stakeholder engagement.

Answer

Immediately halt all portfolio work until the community group's concerns are fully resolved.

Answer

Ask the portfolio governance board to handle all communication with the community group.

Answer

Continue with the existing engagement plan since the group was initially classified as low influence and low interest.

Question 11

You are the portfolio manager for a pharmaceutical portfolio with 12 components. A new regulatory requirement for electronic records is announced that affects 5 components. The Portfolio Governance Board meets monthly, and the next meeting is in three weeks. However, the compliance deadline is in six weeks. What should you do FIRST to engage the governance board?

Accepted Answer

Call an emergency governance board meeting to discuss the impact and obtain approval for a compliance initiative.. The correct action is to immediately engage the governance board through an emergency meeting because the regulatory deadline is too close to wait for the next scheduled meeting. This ensures the board can make informed decisions about resource allocation and strategic adjustments. Proactive stakeholder engagement is critical when compliance is at risk, and governance approval is required for portfolio-level changes.

Answer

Instruct the component managers to begin compliance work immediately without board approval, and inform the board retrospectively at the next meeting.

Answer

Send an email to the board members summarizing the regulatory change and your proposed plan, requesting their approval via email vote.

Answer

Wait for the next scheduled board meeting and add the regulatory change as an agenda item, since three weeks is sufficient time to prepare a detailed proposal.

Question 12

You are managing a portfolio with several strategic initiatives. A powerful stakeholder, the CFO, consistently requests detailed financial data on individual components, but this data is not aligned with the portfolio's strategic objectives. Other stakeholders are becoming confused by the CFO's focus on short-term financial metrics. What should you do to engage the CFO effectively while maintaining portfolio alignment?

Accepted Answer

Meet with the CFO to understand the underlying concerns driving the request, and then reframe the financial data within the context of portfolio strategic objectives and long-term value.. Engaging the CFO requires understanding their perspective and then aligning communication with portfolio strategy. By meeting to uncover underlying concerns and reframing financial data in strategic terms, you address the CFO's needs while reinforcing portfolio alignment. This reduces confusion among other stakeholders and fosters a cohesive stakeholder engagement approach.

Answer

Escalate the CFO's behavior to the Portfolio Governance Board, requesting that they intervene and direct the CFO to focus on strategic metrics.

Answer

Ignore the CFO's requests and continue to communicate portfolio value using the established strategic metrics, assuming the CFO will eventually adapt.

Answer

Provide the CFO with the requested financial data to maintain a positive relationship, and separately communicate the strategic alignment to other stakeholders.

Question 13

A portfolio manager is building the communications approach for a portfolio that includes components with very different stakeholder audiences: a research and development program, a shared services transformation, and a compliance remediation effort. Which principle should guide how portfolio-level communications are structured?

Accepted Answer

Tailor communication content and channels to each stakeholder group's information needs while maintaining alignment to portfolio strategic objectives.. Portfolio communications must serve diverse stakeholders while keeping every message anchored to portfolio strategic objectives. Tailoring content, frequency, and channel to each group's needs preserves relevance and comprehension, while alignment to portfolio goals prevents fragmentation. This dual principle is the foundation of an effective portfolio communications approach.

Answer

Communicate only when portfolio-level decisions have been finalized so that stakeholders are not confused by options under consideration.

Answer

Use one standardized portfolio-wide communication format for all audiences to ensure consistency of message.

Answer

Delegate all component-level communications to component managers and restrict portfolio communications to executive leadership.

Question 14

You are managing a portfolio of renewable energy projects. The portfolio governance board has asked you to improve stakeholder engagement to ensure better alignment with strategic objectives. Which TWO of the following actions best demonstrate effective portfolio stakeholder engagement? (Choose two.)

Accepted Answer

Conduct regular stakeholder analysis updates to reflect changes in influence, interest, and engagement levels.. Regularly updating stakeholder analysis and tailoring communication plans are hallmarks of effective engagement. They ensure the strategy remains dynamic and responsive, aligning stakeholder needs with portfolio objectives. These actions demonstrate a proactive, systematic approach that enhances support and reduces resistance.

Answer

Limit stakeholder engagement to quarterly portfolio reviews to avoid overburdening the team.

Answer

Focus engagement efforts solely on the most powerful stakeholders to maximize efficiency.

Answer

Delegate all stakeholder communication to the project managers of individual components.

Question 15

You are managing a portfolio with components at different lifecycle stages. A key stakeholder from the finance department consistently provides late and inaccurate cost data, which is affecting portfolio reporting. After several reminders, the behavior continues. What is the MOST effective approach to address this stakeholder engagement issue?

Accepted Answer

Meet with the stakeholder to understand the barriers they face and collaboratively develop a solution that ensures timely and accurate data.. The most effective approach is to engage the stakeholder directly to uncover the reasons for late and inaccurate data and to collaboratively find a solution. This fosters a positive working relationship and addresses the root cause. Escalation or process adjustments are less effective because they do not resolve the underlying issue and may harm stakeholder engagement.

Answer

Escalate the issue to the Portfolio Governance Board and request that they mandate timely data submission.

Answer

Adjust the portfolio reporting schedule to accommodate the stakeholder's delays, and use estimates where data is missing.

Answer

Send a formal memo to the stakeholder's manager outlining the impact of the delays and requesting corrective action.
