PfMP Portfolio Performance Management Practice Test 4 — 15 Questions

Question 1

Which THREE of the following are essential when building a 'Portfolio Strategic Plan'?

Accepted Answer

Assessment of portfolio constraints.. Option C (Assessment of portfolio constraints) is essential because a Portfolio Strategic Plan must identify the boundaries within which the portfolio operates — budget limits, resource capacity, regulatory requirements, and time constraints — so that strategic choices remain feasible and realistic. Option D (Definition of portfolio objectives) is essential because the plan must state measurable goals and outcomes the portfolio is meant to achieve, providing the criteria against which component projects and programs are selected, prioritized, and evaluated. Option E (Alignment with organizational vision) is essential because the portfolio exists to deliver the organization's strategic intent, so every objective and investment decision must trace back to and support the broader organizational vision and mission. Option A does not belong because team members' home addresses are personal data irrelevant to strategic portfolio planning, and Option B does not belong because detailed breakdowns of individual project tasks belong to project-level planning artifacts such as the work breakdown structure, not to the strategic portfolio plan.

Answer

Listing of all team members' home addresses.

Answer

Detailed breakdown of individual project tasks.

Question 2

Which TWO of the following are considered 'Internal' portfolio risks?

Accepted Answer

Loss of key project staff.. Option A, loss of key project staff, is an internal portfolio risk because it originates from within the organization's own resource pool and project team rather than from external market or environmental forces. Option E, budget reallocation by management, is also internal since it stems from decisions made by the organization's own leadership and governance structures. By contrast, option B (global pandemic) is an external environmental risk, option C (national holiday changes) is an external regulatory or societal factor, and option D (unexpected competitor product launch) is an external market risk, so none of these belong to the internal category.

Answer

Global pandemic.

Answer

National holiday changes.

Answer

Unexpected competitor product launch.

Question 3

Which TWO of the following help ensure portfolio alignment with strategy?

Accepted Answer

Periodic portfolio performance reviews.. Option D, periodic portfolio performance reviews, is correct because regularly comparing component performance against strategic objectives lets governance bodies detect drift, rebalance investments, and retire or reprioritize components so the portfolio stays aligned with strategy. Option E, defining explicit strategic alignment criteria for components, is correct because documented criteria (for example, scoring on strategic fit, value contribution, and risk) give a consistent, objective basis for selecting, funding, and continuing only those components that support the organization's goals. The unmarked options do not belong: A, always accepting every project proposal, destroys prioritization and guarantees misalignment by funding work with no strategic fit; B, ignoring project changes, prevents the portfolio from adapting as strategy and conditions evolve; and C, assigning only one person to the entire portfolio, concentrates responsibility without providing the governance, review, or criteria needed to ensure alignment.

Answer

Always accepting every project proposal.

Answer

Ignoring project changes.

Answer

Assigning only one person to the entire portfolio.

Question 4

Which TWO of the following are responsibilities of the Portfolio Governance Board?

Accepted Answer

Authorizing portfolio components.. Option D is correct because the Portfolio Governance Board is the decision-making body that formally authorizes portfolio components (projects, programs, and other work packages) to proceed, ensuring they align with strategic objectives and investment criteria. Option E is correct because the board reviews and approves major portfolio-level changes, such as reallocating resources, reprioritizing components, or altering scope at the portfolio level, which is a core governance function. Options A, B, and C are incorrect because testing software code, ordering office furniture, and writing daily project status emails are operational or administrative tasks performed by delivery teams or project staff, not responsibilities of a governance board.

Answer

Testing software code.

Answer

Ordering office furniture.

Answer

Writing the daily project status emails.

Question 5

Which TWO of the following are ways to improve stakeholder engagement in portfolio management?

Accepted Answer

Providing regular, transparent reporting.. Option A (Providing regular, transparent reporting) is correct because consistent, honest reporting keeps stakeholders informed of portfolio performance, risks, and changes, which builds trust and allows timely feedback and alignment with strategic objectives. Option D (Including stakeholders in portfolio reviews) is correct because involving stakeholders directly in review sessions gives them a voice in prioritization, decision-making, and governance, which increases their ownership and commitment to portfolio outcomes. The unmarked options do not belong: Option B (Avoiding all communication until the project is finished) and Option E (Hiding all problems from them) both destroy trust and prevent early issue resolution, while Option C (Only speaking to them once a year) provides far too infrequent interaction to sustain meaningful engagement.

Answer

Avoiding all communication until the project is finished.

Answer

Only speaking to them once a year.

Answer

Hiding all problems from them.

Question 6

Which TWO of the following documents are critical for maintaining a well-governed portfolio?

Accepted Answer

Portfolio Management Plan.. The Portfolio Management Plan (D) is critical because it is the governing document that defines how the portfolio is selected, prioritized, balanced, monitored, and adjusted, including governance roles, decision criteria, and reporting cadence. The Portfolio Risk Register (E) is equally critical because it records identified portfolio-level risks, their probability, impact, response strategies, owners, and status, enabling ongoing risk oversight across the portfolio. By contrast, the office lunch menu (A), the portfolio manager's personal diary (B), and the employee vacation calendar (C) are administrative or personal items that do not establish governance, decision-making authority, or risk control for the portfolio.

Answer

Office lunch menu.

Answer

Personal diary of the portfolio manager.

Answer

Employee vacation calendar.

Question 7

A portfolio manager at a financial services firm is reviewing portfolio performance. The portfolio's aggregate benefit realization is 15% below forecast, yet every component reports green on schedule and cost. The portfolio manager needs to understand the root cause and initiate corrective action. What should the portfolio manager do FIRST?

Accepted Answer

Conduct a benefits dependency analysis to identify where the realization breakdown occurs.. When components appear healthy but portfolio benefits lag, the disconnect typically stems from faulty assumptions in the benefits realization chain. A benefits dependency analysis maps how outputs enable outcomes and benefits, exposing missing links or ownership gaps. This evidence-based approach allows the portfolio manager to identify root causes and then select targeted corrective actions or escalate with a clear recommendation.

Answer

Increase the frequency of component status reporting to weekly.

Answer

Escalate the underperformance to the Portfolio Governance Board for a decision.

Answer

Re-baseline the portfolio benefit forecasts to reflect the lower realization.

Question 8

A portfolio manager is preparing a quarterly performance report for the Portfolio Governance Board. The portfolio includes 12 components with varying risk profiles. The manager wants to provide a balanced view of performance that highlights both value delivery and risk exposure. Which approach BEST meets this objective?

Accepted Answer

Provide a bubble chart plotting each component's expected value against its risk score, with bubble size representing investment.. A bubble chart plotting value against risk, with investment as bubble size, provides a balanced, multidimensional view of the portfolio. It allows the governance board to quickly identify components that are high value/low risk versus those that are high risk/low value, and to see where the most money is concentrated. This supports informed trade-offs and targeted oversight, meeting the objective of presenting both value delivery and risk exposure.

Answer

Report the aggregate portfolio NPV and the total number of risks across all components.

Answer

List each component's schedule and cost performance indices in a table.

Answer

Summarize the portfolio's benefit realization rate and the number of issues logged this quarter.

Question 9

You are the portfolio manager for a financial services organization. During the quarterly portfolio performance review, the Portfolio Governance Board asks you to present the aggregated performance of all components. You need to provide a clear, concise view of how the portfolio is delivering against strategic objectives. Which of the following is the most appropriate tool to present this information?

Accepted Answer

A portfolio dashboard that displays key performance indicators (KPIs) aligned with strategic goals. The Portfolio Governance Board requires an aggregated view of how the portfolio is performing against strategic objectives. A portfolio dashboard consolidates KPIs such as financial returns, strategic alignment, and risk exposure, enabling effective oversight and decision-making. Other tools focus on specific tactical aspects and do not provide the holistic performance picture needed at the portfolio level.

Answer

A detailed Gantt chart showing the schedule of all projects in the portfolio

Answer

A resource histogram that shows the allocation of human resources across projects

Answer

A risk register that lists all identified risks across the portfolio

Question 10

You are managing a portfolio of 18 components. During quarterly performance review, you notice that the portfolio's aggregate benefit realization is 15% below the planned value, even though all individual components report on-time and on-budget status. What should you do FIRST to understand the root cause?

Accepted Answer

Conduct a benefits dependency analysis across components to identify synergy gaps and timing misalignments.. When individual components appear healthy but portfolio-level benefits lag, the issue usually resides in cross-component dependencies, timing, or benefit measurement. A benefits dependency analysis identifies these linkages and reveals where synergy or sequencing problems exist. Only after diagnosing the root cause can the portfolio manager decide whether to re-baseline, reallocate, or take other corrective action. This approach aligns with PfMP principles of fact-based performance management.

Answer

Re-baseline the portfolio benefits register to reflect the current lower expectations.

Answer

Increase the frequency of component status reporting to weekly to gain better visibility into progress.

Answer

Terminate the lowest-performing component to improve the portfolio's overall benefit realization rate.

Question 11

A portfolio manager is analyzing the performance of a component that has a Cost Performance Index (CPI) of 0.85 and a Schedule Performance Index (SPI) of 1.10. The component's strategic alignment score is high, and it is a key enabler for two other portfolio components. What should the portfolio manager do FIRST?

Accepted Answer

Initiate a detailed variance analysis to understand the cost overrun and its impact on the portfolio.. The correct answer is to initiate a detailed variance analysis. A CPI of 0.85 indicates cost inefficiency, but the component has high strategic alignment and SPI of 1.10, meaning it is ahead of schedule. Before taking any drastic action, the portfolio manager must understand the root cause of the cost variance and its impact on the portfolio. This analysis enables informed decision-making, such as corrective actions, resource adjustments, or escalation if needed.

Answer

Recommend immediate termination of the component to prevent further cost overruns.

Answer

Reallocate funds from other portfolio components to cover the cost overrun and maintain the schedule.

Answer

Escalate the issue to the Portfolio Governance Board for a decision on component continuation.

Question 12

You are managing a portfolio of IT projects for a healthcare company. A new regulatory requirement mandates that all patient data must be encrypted at rest within 12 months. Your current portfolio includes several projects that handle patient data but have no encryption components. You need to adjust the portfolio to ensure compliance. What is the most appropriate action?

Accepted Answer

Initiate a new portfolio component to implement encryption across all affected systems and re-prioritize existing components accordingly. The portfolio manager must align the portfolio with the new regulatory requirement. Initiating a dedicated compliance component and re-prioritizing existing work ensures a coordinated, portfolio-level response. This approach addresses the mandate efficiently, allocates resources appropriately, and maintains strategic alignment, whereas isolated project changes or avoidance strategies fail to meet the compliance need.

Answer

Direct each project manager to add encryption tasks to their existing project schedules without changing the portfolio

Answer

Outsource all patient data handling to a third-party vendor that already has encryption in place

Answer

Request an extension to the regulatory deadline to allow the current portfolio to continue unchanged

Question 13

You are the portfolio manager for a global logistics firm. During the quarterly portfolio performance review, you observe that the aggregate portfolio benefits realization is 15% below the planned target, while individual component dashboards show all projects as green on schedule and cost. What should you do FIRST to address this discrepancy?

Accepted Answer

Validate the benefits measurement criteria and data sources used in the portfolio benefits register against the strategic objectives.. The correct action is to validate the benefits measurement criteria and data sources because the portfolio-level benefit shortfall despite green component status indicates a potential misalignment in how benefits are defined, tracked, or aggregated. Ensuring the benefits register aligns with strategic objectives is the first step to determine whether the issue is measurement-related or performance-related.

Answer

Commission an independent audit of all project schedules and cost baselines to identify hidden overruns.

Answer

Instruct project managers to update their status reports with revised benefit forecasts to reflect the 15% shortfall.

Answer

Escalate the underperformance to the Portfolio Governance Board and request an immediate reallocation of funds from underperforming components.

Question 14

A portfolio manager is reviewing the performance of a large program that has consistently met its schedule and cost baselines, but stakeholder feedback indicates that the delivered outputs are not being adopted by end users. The program's benefits are not materializing as planned. What is the MOST appropriate action for the portfolio manager?

Accepted Answer

Initiate a benefits realization review to assess adoption barriers and recommend corrective actions, including potential scope changes or transition to operations.. When a program delivers on time and on budget but benefits are not realized due to adoption issues, the portfolio manager must diagnose the cause before taking corrective action. A benefits realization review assesses whether outputs are being adopted and if benefits are achievable, and it recommends actions such as change management, scope adjustments, or termination. This approach ensures decisions are based on evidence and align with portfolio performance management principles.

Answer

Escalate the issue to the Portfolio Governance Board with a recommendation to close the program due to lack of benefits.

Answer

Reallocate the program's remaining budget to other components that are showing better benefit realization.

Answer

Direct the program manager to immediately halt all further work until adoption issues are resolved.

Question 15

A portfolio manager is analyzing the quarterly performance report and notices that a high-priority component has an SPI of 0.85 and a CPI of 0.92. The component's strategic alignment score remains high. What should the portfolio manager do FIRST to address this performance issue?

Accepted Answer

Conduct a root cause analysis with the component manager and review corrective options.. When a strategically aligned component shows performance variances, the portfolio manager must first diagnose the cause before recommending major changes. A root cause analysis with the component manager clarifies whether the issue is temporary or systemic. This enables informed decisions about corrective actions, re-baselining, or escalation. It balances oversight with support, ensuring the component's strategic value is preserved while performance is restored.

Answer

Immediately terminate the component to prevent further resource drain.

Answer

Escalate the variance to the Portfolio Governance Board for a decision on termination.

Answer

Reallocate all remaining budget to other components with better CPI.
