PfMP Portfolio Governance Practice Test 3 — 15 Questions

Question 1

Which TWO items are typically included in the Portfolio Governance Plan?

Accepted Answer

Defined decision-making thresholds and escalation paths.. Option D is correct because a Portfolio Governance Plan must specify defined decision-making thresholds and escalation paths, establishing who can approve what (e.g., budget or scope changes within set limits) and how issues are escalated to higher authority when they exceed those limits. Option E is correct because the plan also prescribes the frequency and format of governance reviews, such as monthly portfolio board meetings with standardized status reports, ensuring consistent oversight and accountability. Options A, B, and C do not belong: coding languages are a technical/development concern rather than a governance artifact, a detailed three-year project schedule is a planning/scheduling deliverable, and the project manager's personal bank account details are irrelevant and inappropriate for any governance document.

Answer

The specific coding languages for the project.

Answer

The detailed project schedule for the next three years.

Answer

The personal bank account details of the project manager.

Question 2

Which THREE criteria should be used to evaluate a component for inclusion in the portfolio?

Accepted Answer

The projected risk and return on investment (ROI).. Option A is correct because evaluating a component for portfolio inclusion requires weighing its projected risk against its expected return on investment (ROI), ensuring the component offers acceptable value relative to the uncertainty it introduces. Option B is correct because the availability of required resources—such as budget, staffing, skills, and technology—determines whether the component can realistically be executed and sustained within the portfolio. Option D is correct because portfolio components must align with the organization's strategic objectives, since portfolio management exists to select and prioritize work that advances the enterprise's goals. Option C is incorrect because a project manager's personal preference for a programming language is not a valid portfolio selection criterion; technology choices should be driven by business and technical requirements. Option E is incorrect because selecting a component based on a project manager's family relationship to the CEO is nepotism and has no bearing on strategic value, risk, or resource feasibility.

Answer

The project manager's favorite programming language.

Answer

Whether the project manager is a relative of the CEO.

Question 3

Which TWO components of the portfolio are directly influenced by the Portfolio Governance Plan?

Accepted Answer

Component selection and authorization process.. The Portfolio Governance Plan defines how the portfolio is directed and controlled, so it directly shapes the component selection and authorization process (A): it specifies the decision gates, approval authorities, and criteria by which new components (projects/programs) are evaluated, prioritized, and formally authorized into the portfolio. It equally governs governance review frequency and criteria (D), because the plan establishes how often governance bodies (e.g., portfolio board/investment committee) meet, what performance and compliance criteria they assess, and the escalation and decision-making cadence. Options B, C, and E are unrelated to portfolio governance: daily technical code commits are operational engineering activities, individual vacation schedules are HR/resource administration matters, and the cafeteria menu is a facilities concern, none of which the Portfolio Governance Plan directly influences.

Answer

The daily technical code commits of developers.

Answer

The individual vacation schedule of project team members.

Answer

The cafeteria menu at the office.

Question 4

Which THREE actions should a portfolio manager take when initiating a portfolio audit?

Accepted Answer

Identify the scope and objectives of the audit.. Option A is correct because defining the scope and objectives is the essential first step of any audit, establishing what the portfolio audit will cover, its boundaries, and the specific goals it must achieve. Option B is correct because assembling a competent audit team and collecting the necessary data (such as portfolio holdings, performance records, and compliance documentation) provides the resources and evidence required to conduct the audit effectively. Option D is correct because communicating the audit's purpose upfront and its findings afterward to relevant stakeholders ensures transparency, buy-in, and appropriate follow-up action on the results. Option C is incorrect because skipping the planning phase undermines the audit's structure and typically leads to missed risks and unreliable conclusions. Option E is incorrect because using an untrained intern to conduct the entire audit violates competence and objectivity requirements, compromising the audit's quality and credibility.

Answer

Skip the planning phase to save time.

Answer

Use an untrained intern to conduct the entire audit.

Question 5

Which TWO governance activities are performed during the portfolio lifecycle?

Accepted Answer

Regular portfolio performance reviews.. Regular portfolio performance reviews (C) are a core governance activity in the portfolio lifecycle because they assess whether the portfolio's components continue to align with strategic objectives, deliver expected value, and justify continued investment, enabling informed decisions on prioritization and resource allocation. Component authorization (E) is also a governance activity, as the portfolio lifecycle requires formal approval of components (initiatives, projects, programs) before they enter the portfolio, ensuring they meet selection criteria and governance thresholds. Options A (designing the company logo) and B (repairing the air conditioning unit) are operational or branding tasks unrelated to portfolio governance, and D (determining the CEO's bonus payout) is a compensation decision typically made by the board or remuneration committee, not a portfolio lifecycle governance activity.

Answer

Designing the company logo.

Answer

Repairing the company's air conditioning unit.

Answer

Determining the CEO's bonus payout.

Question 6

Which THREE types of information should be included in a portfolio audit report?

Accepted Answer

Identification of non-compliance with the governance plan.. A portfolio audit report should include identification of non-compliance with the governance plan (A), because the audit's core purpose is to verify that portfolio practices, decision gates, and investment controls conform to the established governance framework and to flag any deviations. It should also include recommendations for process improvements (C), since audit findings are meant to drive corrective and preventive actions that strengthen portfolio management maturity. A summary of audit findings and observations (D) is essential as the formal record of what was examined, what evidence was reviewed, and what conclusions were reached, providing the basis for management decisions. The complete internal chat history of the team (B) is not appropriate because it is raw, unstructured operational data that is neither relevant nor proportionate to the audit scope. The personal opinions of the auditor about the staff (E) do not belong in an audit report, as audit reporting must remain objective, evidence-based, and free of subjective personal commentary.

Answer

The complete internal chat history of the team.

Answer

The personal opinions of the auditor about the staff.

Question 7

Which THREE triggers would necessitate an immediate review of the portfolio roadmap?

Accepted Answer

A major change in available budget or key resources.. Option B is correct because a major change in available budget or key resources directly alters the funding, staffing, and capacity assumptions underpinning the portfolio roadmap, so the roadmap must be re-reviewed to rebalance priorities and commitments. Option D is correct because a sudden shift in organizational strategy changes the strategic objectives and value criteria against which projects are selected and sequenced, requiring immediate realignment of the portfolio roadmap. Option E is correct because an unexpected regulatory change affecting multiple projects introduces new compliance requirements, deadlines, and risks across the portfolio, which can invalidate current timelines and prioritization and thus demands an immediate review. Option A does not belong because a project manager taking a one-day vacation is a routine, short-term absence handled by normal delegation and does not affect portfolio-level strategy, budget, or compliance. Option C does not belong because a cafeteria lunch menu change is entirely unrelated to portfolio governance, project selection, or roadmap assumptions.

Answer

A project manager taking a one-day vacation.

Answer

The lunch menu in the cafeteria changing.

Question 8

Which TWO groups are essential participants in the Portfolio Governance Committee?

Accepted Answer

Senior executives and business leaders.. Option B (Senior executives and business leaders) is correct because the Portfolio Governance Committee requires decision-making authority over investment priorities, risk tolerance, and strategic alignment, which only senior leadership can provide. Option C (The portfolio manager) is correct because this role is responsible for facilitating the committee, preparing portfolio data, tracking performance, and ensuring governance decisions are executed across the portfolio. Options A, D, and E are not essential participants: office cleaning staff, the entire sales force, and a local newspaper reporter have no governance authority, portfolio accountability, or decision-making role in the committee.

Answer

The office cleaning staff.

Answer

The entire company's sales force.

Answer

The local newspaper reporter.

Question 9

Which TWO items are needed for effective portfolio component authorization?

Accepted Answer

A well-defined business case.. Option D, a well-defined business case, is required because portfolio component authorization depends on documented justification of the component's expected value, costs, risks, and strategic alignment before it can be approved or rejected. Option E, resource capacity analysis, is also required because even a strong business case cannot be authorized if the organization lacks the people, budget, or skills to deliver the component without harming other portfolio work. The company's 1950 mission statement (A) is outdated and not a valid authorization input, a catering contract (B) is irrelevant to portfolio governance, and a project manager's social security number (C) is sensitive personal data that has no role in component authorization.

Answer

The company's mission statement from 1950.

Answer

A signed contract with a local catering company.

Answer

The project manager's social security number.

Question 10

Which THREE responsibilities does a portfolio manager have regarding the Portfolio Governance Plan?

Accepted Answer

Developing and documenting the plan.. Option A is correct because the portfolio manager is accountable for developing and documenting the Portfolio Governance Plan, defining the governance structure, decision-making processes, roles, and escalation paths that guide the portfolio. Option B is correct because the portfolio manager must ensure compliance with the plan across the portfolio, verifying that projects and programs follow the agreed governance processes, gates, and reporting requirements. Option D is correct because the portfolio manager must periodically review the plan for necessary updates, keeping it aligned with organizational strategy, changing priorities, and lessons learned. Option C is incorrect because ordering stationery is an administrative procurement task unrelated to portfolio governance responsibilities. Option E is incorrect because creating all individual project code is a delivery/development task performed by project teams, not a portfolio manager's governance duty.

Answer

Ordering stationery for the PMO office.

Answer

Creating all the individual project code.

Question 11

You are the portfolio manager for a financial services firm. A regulatory change requires every portfolio component to demonstrate compliance with a new data-residency standard within 90 days. The governance board asks how this requirement should be handled across the portfolio without triggering a full re-authorization of every component. What is the MOST appropriate governance action?

Accepted Answer

Issue a portfolio-level governance directive that amends the compliance criteria in the Portfolio Governance Plan and requires component owners to report conformity at the next stage gate.. A regulatory mandate that spans the whole portfolio is a governance-level change, so the portfolio manager should modify the criteria and controls in the Portfolio Governance Plan rather than re-authorize each component. This embeds the new standard into existing stage gates, giving the board consistent, auditable evidence of compliance while preserving the portfolio's strategic momentum.

Answer

Request that each component's project manager submit a revised business case to the board for individual re-authorization.

Answer

Suspend all non-compliant components immediately and reallocate their resources to a new compliance program outside the portfolio.

Answer

Delegate the compliance requirement to each component's project sponsor, who will report progress informally to the portfolio manager.

Question 12

During a quarterly portfolio governance review, the board learns that two components have overlapping deliverables and are competing for the same scarce specialist team. Neither component owner has raised the conflict. What should the portfolio manager do FIRST under the governance framework?

Accepted Answer

Analyze the overlap and resource demand, then present the board with options such as resequencing, consolidating, or reprioritizing the components.. When components compete for the same scarce resources and no owner raises it, the portfolio manager must surface and analyze the conflict at the portfolio level. Providing the governance board with structured options such as resequencing, consolidation, or reprioritization lets the board make an informed portfolio-wide decision, which is the core purpose of portfolio governance.

Answer

Instruct both component owners to negotiate a resource-sharing agreement directly and report back next quarter.

Answer

Escalate the resource conflict to the governance board and recommend that one component be terminated immediately.

Answer

Add the specialist team to a shared services pool and let the resource manager allocate capacity between the two components.

Question 13

A portfolio manager is designing the governance model for a new portfolio. The organization wants to ensure that component decisions are made at the right level and that strategic alignment is maintained. Which document should the portfolio manager use to define the decision-making roles, responsibilities, and escalation paths for the portfolio?

Accepted Answer

Portfolio Governance Plan. The Portfolio Governance Plan is the document that defines the governance structure, including decision-making roles, responsibilities, and escalation paths. It ensures that component decisions are made at the appropriate level and that strategic alignment is maintained. While other documents like the Portfolio Strategic Plan and Portfolio Management Plan provide context, the Governance Plan specifically addresses the operational governance details needed for the scenario.

Answer

Portfolio Charter

Answer

Portfolio Strategic Plan

Answer

Portfolio Management Plan

Question 14

During a portfolio governance board meeting, the board is reviewing a component that has consistently failed to meet its strategic objectives. The portfolio manager recommends that the component be terminated. However, the component sponsor argues that the component should be given more time because it is aligned with a key strategic initiative. What should the portfolio manager do first to resolve this disagreement?

Accepted Answer

Review the component's performance data and strategic alignment against the portfolio's prioritization criteria.. The portfolio manager's role is to facilitate governance decisions by providing objective data and ensuring alignment with portfolio criteria. Before any decision is made, the portfolio manager should review the component's performance and strategic alignment to inform the governance board. This approach ensures that the decision is based on facts and adheres to the established governance process, rather than being swayed by subjective arguments.

Answer

Recommend that the component be placed on hold pending further analysis by the project team.

Answer

Escalate the decision to the executive sponsor or steering committee for a final ruling.

Answer

Allow the component to continue for another quarter to gather more performance data.

Question 15

You are the portfolio manager for a pharmaceutical company's R&D portfolio. During a quarterly portfolio governance board meeting, a board member proposes reallocating $5 million from a late-stage drug development component to an early-stage discovery component that has shown promising results. The portfolio's strategic objective is to increase the number of drugs entering Phase III trials by 20% within three years. The board chair asks you to assess this proposal against the portfolio governance framework. What should you do FIRST?

Accepted Answer

Evaluate the proposal against the portfolio's strategic objectives and the governance criteria for component funding decisions.. The portfolio manager must first evaluate the reallocation proposal against the portfolio's strategic objectives and governance criteria. This ensures that any decision supports the goal of increasing Phase III entries and follows the established governance framework. It provides the board with a structured analysis to make an informed decision, rather than acting on impulse or incomplete information.

Answer

Immediately approve the reallocation because the early-stage component shows higher potential for innovation.

Answer

Defer the decision to the next quarterly meeting to gather more data on the early-stage component.

Answer

Consult the project manager of the late-stage component to negotiate a reduced budget.
