CGEIT IT Resources — 25 Questions

Question 1

Which TWO of the following are primary components of IT resource management?

Accepted Answer

Infrastructure resource management. Infrastructure resource management (B) is a primary component of IT resource management because it covers the provisioning, monitoring, and optimization of the core IT assets—servers, storage, networks, and virtualization/cloud platforms—that deliver services. Workforce planning (D) is also a primary component, since IT resource management includes ensuring the right staffing, skills, roles, and capacity (headcount and competency planning) to operate and support those technology resources. Office facility maintenance (A) belongs to facilities/facility management rather than IT resource management, even though data centers have physical dependencies. Customer relationship marketing (C) is a marketing/sales function (CRM strategy), not an IT resource management component. Public relations strategy (E) is a communications discipline and likewise falls outside the scope of managing IT resources.

Answer

Office facility maintenance

Answer

Customer relationship marketing

Answer

Public relations strategy

Question 2

A large government agency is modernizing its IT infrastructure and wants to ensure effective governance over its IT resources, including hardware, software, and human capital. The CIO has asked the governance committee to recommend practices that will optimize resource utilization and ensure alignment with strategic objectives. Which TWO of the following practices are MOST effective for governing IT resources? (Choose two.)

Accepted Answer

Conducting regular IT asset inventories and reconciling them with financial records.. Implementing a CMDB and conducting regular asset inventories with financial reconciliation are both essential for effective IT resource governance. A CMDB provides visibility into asset relationships and supports informed decision-making, while regular inventories ensure accuracy and accountability. Together, they enable the agency to optimize resource utilization, reduce waste, and align IT resources with strategic objectives.

Answer

Outsourcing all IT infrastructure management to a third-party service provider.

Answer

Deploying an automated network monitoring tool to track bandwidth usage.

Answer

Establishing a service catalog that defines all IT services, owners, and service levels.

Question 3

To optimize IT infrastructure resources, an organization adopts a software-defined infrastructure (SDI) approach. What is a key governance risk that must be addressed?

Accepted Answer

Complexity in maintaining consistent security and compliance policies across virtualized environments. Software-defined infrastructure abstracts compute, storage, and network resources from physical hardware, enabling programmatic provisioning and policy-driven management. The key governance risk is that this abstraction layer creates policy sprawl: security, compliance, and data-residency controls must be enforced consistently across dynamic, multi-tenant virtualized environments where workloads move and configurations change rapidly. Without governance guardrails, inconsistent policy enforcement becomes the dominant risk.

Answer

Inability to scale infrastructure resources rapidly

Answer

Increased dependency on proprietary hardware vendors

Answer

Decreased flexibility in managing application workloads

Question 4

What is the primary objective of infrastructure resource management in a governance context?

Accepted Answer

Ensuring IT resources support business goals efficiently and effectively. Infrastructure resource management in a governance context is about directing and overseeing IT resources so they deliver value in line with enterprise objectives, not about raw technical optimization. Governance focuses on alignment, value delivery, resource optimization, and risk management, so the primary objective is ensuring IT resources support business goals efficiently and effectively. This ties infrastructure decisions to strategic outcomes rather than to utilization metrics alone.

Answer

Maximizing the utilization of all available hardware

Answer

Minimizing the total number of IT personnel required

Answer

Upgrading all infrastructure to the latest available versions annually

Question 5

Which document should provide the framework for how IT resources are prioritized and allocated?

Accepted Answer

IT Strategic Plan. The IT Strategic Plan is the governing document that translates enterprise strategy into IT direction, including how IT resources (budget, people, technology) will be prioritized and allocated over the planning horizon. It provides the framework — principles, investment priorities, and capability roadmap — within which budgets and SLAs operate. The other documents are downstream artifacts that execute or constrain specific aspects of that framework.

Answer

Annual IT Operating Budget

Answer

Disaster Recovery Plan

Answer

Service Level Agreement (SLA)

Question 6

An IT manager is conducting workforce planning for an upcoming digital transformation. Which approach is most effective for identifying skill gaps?

Accepted Answer

Conducting a gap analysis comparing current IT staff competencies against future state requirements. A gap analysis comparing current staff competencies against future-state requirements directly identifies the specific skills missing for the digital transformation. This structured comparison links workforce capability to strategic needs, making it the most effective approach for skill-gap identification.

Answer

Surveying staff on their preferred technologies for professional development

Answer

Reviewing employee performance appraisals from the previous two years

Answer

Increasing the budget for external recruitment to bring in new talent

Question 7

In the context of workforce planning, what is the impact of shifting to Agile development practices on resource governance?

Accepted Answer

Necessity to shift from project-based resource allocation to stable, product-based team funding. Agile development organizes work around persistent, cross-functional product teams that own a product or value stream over time, rather than temporary project teams that disband at completion. This shifts resource governance from project-based allocation (staffing up and down per project) to stable, product-based team funding, where budgets are aligned to product value streams and teams are funded continuously. This change is the defining resource governance impact of Agile adoption.

Answer

Greater reliance on long-term, detailed resource planning cycles

Answer

Increased need for centralized resource pool management

Answer

Reduced requirement for developer cross-training

Question 8

An enterprise is facing significant shadow IT growth. What is the best governance action to optimize resources?

Accepted Answer

Implement a cloud access security broker (CASB) to provide secure, governed alternatives. Shadow IT grows because central IT is perceived as too slow or too restrictive, so business units procure their own cloud services. The best governance action is to implement a CASB that provides secure, governed alternatives — this addresses the root cause by giving business units a fast, compliant path to the services they want while restoring visibility and policy enforcement. A CASB brokers access, discovers unsanctioned cloud usage, and applies data protection controls, converting shadow IT into managed IT.

Answer

Audit all business units and penalize those using shadow IT

Answer

Restrict all unauthorized cloud service access via the firewall

Answer

Mandate that all IT needs be submitted via the central IT ticketing system

Question 9

When evaluating IT resource governance, which indicator best measures the effectiveness of resource allocation?

Accepted Answer

Degree of alignment between IT projects and strategic business objectives. The degree of alignment between IT projects and strategic business objectives is the best indicator of effective resource allocation, because it directly measures whether IT resources are being directed toward what the business values most. High alignment means funding, people, and technology are flowing to initiatives that advance strategy, which is the essence of good IT resource governance.

Answer

Total IT spend as a percentage of revenue

Answer

Average server uptime percentage

Answer

Number of IT staff certifications earned per year

Question 10

An organization is migrating to a hybrid cloud environment. Which IT resource allocation strategy best aligns with CGEIT principles for optimizing cloud expenditure?

Accepted Answer

Implement a centralized tag-based chargeback and showback model. A centralized tag-based chargeback and showback model gives the governance board visibility into who consumes which cloud resources and at what cost, enabling accountability and informed investment decisions — the core of CGEIT's value-delivery and resource-optimization domains. Tags map consumption to business units, cost centers, or applications, so cloud spend can be attributed, budgeted, and optimized without sacrificing the agility that drove the hybrid cloud decision.

Answer

Transition all workloads to on-demand instances to ensure maximum agility

Answer

Standardize on a single cloud service provider to simplify vendor management

Answer

Automate infrastructure provisioning through Infrastructure as Code (IaC) without budget gates

Question 11

Which activity is essential for effective IT resource governance?

Accepted Answer

Monitoring and reporting on resource utilization. Effective IT resource governance requires monitoring and reporting on resource utilization to ensure that IT assets (infrastructure, applications, people, data) are optimized and aligned with enterprise objectives. This activity provides the visibility needed for capacity planning, cost optimization, and performance management, which are core to COBIT's EDM04 (Ensured Resource Optimization) and APO07 (Managed Human Resources) and BAI09 (Managed Assets). Without monitoring and reporting, governance cannot evaluate whether resources are being used effectively.

Answer

Writing code for new applications

Answer

Updating user passwords

Answer

Purchasing new server hardware

Question 12

When planning for the retirement of legacy systems, which factor is most critical for resource optimization?

Accepted Answer

Detailed mapping of interdependencies and data flows with current systems. When retiring legacy systems, the most critical factor for resource optimization is a detailed mapping of interdependencies and data flows between the legacy system and current systems. Without this map, retirement can break integrations, orphan data, or trigger unplanned remediation work that consumes more resources than the retirement saves. Understanding dependencies enables sequenced decommissioning and accurate resource forecasting.

Answer

The initial cost of implementing the system

Answer

The amount of documentation available for the system

Answer

The age of the hardware

Question 13

An organization is struggling with high IT operational costs. Which governance practice is most likely to reduce these costs?

Accepted Answer

Standardizing hardware and software platforms across the enterprise. Standardizing hardware and software platforms across the enterprise reduces operational cost by shrinking the variety of systems that must be patched, licensed, supported, and staffed. Fewer platforms mean lower licensing complexity, simplified training, consolidated support contracts, and reduced integration overhead. This is a foundational IT governance cost-optimization practice rooted in portfolio and architecture management.

Answer

Increasing the frequency of vendor contract renegotiations

Answer

Outsourcing all IT infrastructure management

Answer

Eliminating the IT governance committee

Question 14

When balancing internal versus external IT resource sourcing, which factor best dictates the decision?

Accepted Answer

Whether the activity provides a core competitive advantage to the organization. The core determinant in sourcing decisions is whether the activity is a source of competitive differentiation. Activities that provide strategic or core competitive advantage should generally be kept internal to retain control, expertise, and IP, while commodity or non-differentiating activities are candidates for external sourcing. This aligns with the strategic alignment and value delivery principles of IT governance.

Answer

The current market salary for IT professionals

Answer

The historical preference of the IT department

Answer

The availability of local outsourcing vendors

Question 15

An organization is considering a 'cloud-first' policy. What should be the primary governance focus when allocating resources?

Accepted Answer

Establishing a cloud center of excellence (CCoE) to govern adoption and best practices. When adopting a cloud-first policy, the primary governance focus should be establishing a cloud center of excellence (CCoE) to govern adoption, define best practices, and ensure consistent decision-making across the organization. A CCoE provides the guardrails, standards, and expertise needed to allocate resources effectively while managing risk, cost, and compliance across cloud initiatives.

Answer

Selecting the cloud vendor with the lowest price

Answer

Training all IT staff on a single cloud platform

Answer

Mandating the migration of all legacy systems regardless of suitability

Question 16

Which governance mechanism is best for ensuring that IT resource allocation remains aligned with changing business priorities?

Accepted Answer

Periodic review of the IT investment portfolio. A periodic review of the IT investment portfolio is the governance mechanism specifically designed to continuously evaluate whether IT spending, projects, and resources remain aligned with shifting business priorities. It provides a structured, recurring forum where investments are rebalanced, terminated, or accelerated based on strategic value. This makes it the most direct and responsive alignment tool among the options.

Answer

Review of individual employee performance metrics

Answer

Annual budgeting process

Answer

Monthly meeting with the IT help desk

Question 17

Which type of IT resource is most likely to become a bottleneck during a rapid increase in business demand?

Accepted Answer

Computing infrastructure. Computing infrastructure (servers, storage, network capacity) is a finite, physical resource that cannot scale instantly, so a rapid spike in business demand will exhaust capacity and create a bottleneck. Policies, culture, and documentation are intangible and do not constrain throughput in the same way. This makes computing infrastructure the most likely bottleneck under sudden demand growth.

Answer

Policies and procedures

Answer

Organizational culture

Answer

Strategic documentation

Question 18

A firm is experiencing 'IT resource starvation' in key strategic projects due to excessive operational support requirements. What is the appropriate governance response?

Accepted Answer

Conduct a portfolio review to rebalance resource allocation from 'keep-the-lights-on' activities to strategic initiatives. IT resource starvation in strategic projects caused by operational overload is a portfolio governance problem, not a staffing or budgeting problem. The appropriate response is a portfolio review to rebalance investment and resource allocation — reducing 'keep-the-lights-on' operational spend and redirecting capacity to strategic initiatives aligned with business objectives. This is a core CGEIT governance responsibility: ensuring IT resources are optimized against enterprise strategy.

Answer

Force strategic projects to operate with lower performance requirements

Answer

Require all IT staff to work overtime to complete projects

Answer

Increase the overall IT budget to hire more staff

Question 19

What is the primary benefit of asset management within IT resource governance?

Accepted Answer

Providing visibility into the IT inventory for optimization and compliance. Asset management in IT resource governance provides visibility into the IT inventory — hardware, software, licenses, and configurations — enabling optimization (cost, utilization, lifecycle) and compliance (license audits, regulatory requirements). This visibility is the foundation for informed investment, retirement, and risk decisions. Without it, governance cannot know what resources exist or whether they are being used effectively.

Answer

Reducing the need for IT staff

Answer

Ensuring all hardware is painted the same color

Answer

Automating the password reset process

Question 20

An organization adopts a multi-cloud strategy. Which governance challenge is most significant regarding resource optimization?

Accepted Answer

The lack of consistent visibility, policy enforcement, and cost management across platforms. In a multi-cloud environment, the dominant governance challenge for resource optimisation is the fragmentation of visibility, policy, and cost control across providers. Each cloud has its own management console, IAM model, tagging conventions, and billing structure, making it difficult to enforce consistent governance or optimise spend holistically. This fragmentation — not provisioning speed or talent — is what undermines governance effectiveness.

Answer

The slower speed of provisioning resources

Answer

The difficulty of finding cloud architects

Answer

The increased cost of data egress fees between clouds
